Request for Information (RFI) for the provision of a Turnkey Project for an Enhanced Unattended Transmission Substation CORP3430 Date: 4th March 2016

Purpose The purpose of this clarification meeting is to: Clarify all the tender requirements pertaining to the RFI Ensure that the prospective tenderers understand all the aspect related to the RFI and address all related questions It is important to note that this clarification meeting is not compulsory and non attendance will not result in disqualification.

3 Project Background Eskom will shortly be issuing an enquiry to the energy engineering and consulting market relating to its plans of building an enhanced unattended substation for the Transmission business. The aim of this project includes Intensive “proof-of-concept” and interoperability testing; Verifying and validating the solutions’ performance; Proving technical advantages of new technologies Assessing the impact on the field work w.r.t installation and commissioning of new technologies. This request for information and demonstration serves to alert potential vendors of Eskom’s technology plan, and to invite responses to questions relating to technical and commercial aspects of the same. It is not an invitation to tender and will not be used as a basis for placing a contract or order.

4 Objectives and Requirements of RFI Respondents are to be informed of: Eskom’s intent in this subject area; Invited to provide information regarding their experience and products may be used in the realization thereof; Invited to demonstrate and showcase their products and/or systems; and Respond to the questions posted in the RFI.

5 Current and Proposed State (1) Eskom Substations were and continues to be built on legacy principles. The power industry has seen many technology improvements of individual components e.g. types of switchgear; instrument transformer; changes in substation layout, improved telecommunication systems ;changes in secondary plant systems The required state is for a substation that provides us with the following benefits: Automated systems and new technologies Reduced footprint Increase in personnel productivity by enhancing the capability to remotely control and monitor the substations. This includes dispatching personnel, and field and maintenance crews, which can be coordinated and guided with current situation information received remotely from the substations and the network.

6 Current and Proposed State (2) Clear indication of substation status Tracking of events, alarms, faults Detection of developing failures Earlier preventive measures Maintenance prediction Performance based maintenance Reduced down time for repairs Reduced repair cost Integrated condition monitoring Limit supervision Automated notification of problems
