Development Services Official Community Plan Overview and Review Process

What is an Official Community Plan?  “An official community plan is a statement of objectives and policies to guide decisions on planning and land use management, within the area covered by the plan, respecting the purposes of local government.” Section 875, LGA

What is an Official Community Plan? Other Legislative considerations…  Requirements that the document include policies land use, affordable housing, infrastructure, targets for the reduction of greenhouse gas emissions…;  The development or review of an OCP includes early and on-going consultation with external agencies and the public during the review process;  All other District documents and policies must be consistent with the Official Community Plan – eg. Zoning Bylaw, Subdivision and Servicing Bylaw, Development Cost Charges Bylaw;

What is an Official Community Plan?  Typical Content :  Community Vision Statement  Land Use Policies  Transportation & Infrastructure  Parks, Trails and Recreation  Environment  Separate documents that may become Appendices to the OCP;  Maps and Schedules that specify development areas;

District of Sicamous Official Community Plan No. 750, 2009…  Community Vision Statement: “We visualize a strong sense of community pride based on programs which include (but not limited to) the provision of quality services, expanded land use, infrastructure enhancement and beautification. We will practice sound environmental stewardship whilst generating new business opportunities and promoting the area as a year-round tourist destination” (Growth Management Strategy, 2005)

District of Sicamous Official Community Plan No. 750, 2009… Content:  Policies and Land Use Map Designations;  Agricultural and Resource Use;  Marine;  Residential;  Commercial;  Industrial;  Quality of Life (Parks, Open Space, Recreation, Heritage, Culture & Institutional);  Environmental;  Transportation, Municipal Infrastructure.  Appendices: Affordable Housing Strategy & Growth Management Strategy

Phase 1: Review and Consultation  Extensive internal review of the existing OCP – layout, content, community statistics, Development Permit Areas, etc.;  Consultation with external agencies – engage with external agencies.  Consultation with the public – engage community groups, public open houses/input sessions, engagement with specific interest groups, District website.  Surveys will be mailed with tax notices and distributed at public sessions, City Hall and other locations. Timeframe: May 2015 to September 2015

Phase 1: Consultation Results Timeframe: September 2015  “Check Back” with the public and interested community groups on priorities and general policy direction – did we get the priorities correct?  Public open house/input sessions, re-engage with community and stakeholders with initial draft policy direction.

Phase 2: Draft Document  Draft OCP to be reviewed by internal and external agencies for feedback and input to be incorporated – September 2015 to November 2015;  Draft OCP is presented to Council – November 2015/December 2015;  Draft OCP is made available to the public for comment – November 2015/December 2015;  Timeline to allow for revisions based on input Timeframe: October 2015 to January 2016

Phase 3: Adoption Process  Readings to adopt the Official Community Plan into Bylaw Timeframe: February 2016 to April 2016
