3 What is the Buena Park General Plan?

4 What is the General Plan? California requires each city and county to adopt a General Plan. A General Plan identifies the community ’ s priorities and vision for the future. It is a “ blueprint ” for growth and development, usually with a 20-year horizon.

5 What Update the General Plan? Buena Park ’ s last comprehensive update to the General Plan took place in 1994. The City is now updating its General Plan to better address current issues and to reflect the values and visions of the community.

6 Why Should You Get Involved? The City is planning for YOU! People make Buena Park what it is today. Your opinion matters – protect the things that are important to you. Your ideas are needed – what will make Buena Park a better place?

7 What’s In the Buena Park General Plan?

8 General Plan “Elements” General Plans have several “ elements, ” or chapters, that focus on specific topics Each element includes goals, objectives, and policies

9 Elements Required By Law California requires that seven elements be included in each General Plan: –Land Use –Housing –Circulation –Noise –Safety –Conservation –Open Space Note: Buena Park’s Housing Element is not being updated

10 Optional Elements The State also allow City’s to adopt optional elements, including: –Infrastructure –Economic Development –Urban Design –Recreation

12 Land Use Element Outlines the types of land uses that are appropriate for each area Sets standards for population intensity and building density Maps current and desired land use patterns

13 Urban Design Element Aims to improve the physical image of Buena Park –Streetscape –Architectural design –Public art –Public spaces –Historic preservation

14 Circulation Element Goals and policies to provide a safe and efficient transportation system including –Autos –Bicycle –Pedestrian –Mass Transit –Trucks –Rail

15 Growth Management Element Promotes orderly growth and development in Buena Park Based on the City ability to provide an adequate circulation system

16 Conservation & Sustainability Element Focuses on the following: –Cultural resources –Water resources –Energy –Ecological resources –Geological resources –Air Quality –Infrastructure (water, sewer, and storm drain) –Sustainability

17 Open Space & Recreation Element Identify existing and future open space and recreational facilities needed in Buena Park Goals and policies to preserve and enhance open space and recreation

18 Safety Element Addresses natural and man- made disasters including: –Seismic and geological –Floods –Emergency response –Hazardous materials

19 Noise Element Addresses impacts of noise on land uses Develops noise reduction strategies

20 Economic Development Element Promotes the creation of new opportunities for future economic growth and development

21 Housing Element Assesses housing needs on a Citywide and regional scale Identification of sites for all segments of the population Subject to significant state oversight Note: Buena Park’s Housing Element is not being updated

23 Phase 1: Building the Foundation Phase 2: Updating the General Plan Phase 3: Preparing the PEIR Phase 4: Adopting the General Plan and PEIR

24 Phase 1: Building the Foundation Understand Existing Conditions of Buena Park Community Open House to develop a new vision for Buena Park

25 Phase 2: Updating the General Plan Develop land use alternatives Land Use Futures Workshop Select a preferred land use Revise existing goals and policies Develop Draft General Plan document

26 Phase 3: Preparing the PEIR Community scoping session Develop draft Program Environmental Impact Report (PEIR) to address impacts on traffic, municipal services, noise, etc.

27 Phase 4: Adopting the General Plan Planning Commission Hearing(s) on the draft General Plan and PEIR Planning Commission will make a recommendation to City Council City Council Hearing(s) City Council will adopt the General Plan and PEIR Final General Plan and PEIR
