Where do you start? You would like to understand regional labor market demand and see how your CTE portfolio matches up. You will set program priorities based on that and need data to help you. Anecdotally, you know which CTE programs are in demand. You are looking for data to validate it. You are aware of an emerging or cross-cutting labor market needs in the region. Traditional data sources do not capture it. You need qualitative data to show demand.

1. Looking at CTE Portfolio Resources 1) COE Regional Labor Market Assessments: regional demand and supply data organized by major occupational group San Diego County (to be released Sept 13) Imperial County (to be released Sept 19) Select San Diego/Imperial region on the map and click “CLICK HERE”

Compare demand for Middle Skill Occupations between Occupation Groups

Compare wages for Middle Skill Occupations between Occupation Groups and benchmark them to Living Wage Standards

Compare “supply” (number of awards and skill-builder outcomes) between Occupation Groups

1. Looking at CTE Portfolio Resources 2) Library of LMI Resources on Doing What Matters website: The reports are pre-approved for use in Strong Workforce Program applications. The majority are products of the COE but many other resources were submitted by SNs, DSNs, EDD, etc. Provides qualitative and quantitative resources. Check out Gap analysis studies for priority sectors! Find LMI Resources Select San Diego/Imperial in the dropdown menu and click “Find LMI Resources”

Looking at CTE Portfolio Resources 3) Launchboard Program Snapshot: Living Wages report provides another data point that can be used to quantify the “proven success”: attainment of the regional living wage. If more than 50% of students have attained the regional living wage, then this information can be used in the application. Select each TOP code individually to view the data Living Wages Navigate to “Are students making reasonable wages?” and select “Living Wages”

1. Looking at CTE Portfolio Result: you have a list of programs and/or activities to support all CTE programs that you will be targeting with your investment at your college or region. Next Step: validating LMI for specific programs Questions to consider during your analysis: -What do you offer that meets the needs of your region? -What are your most successful programs in terms of student outcomes? -What needs are being fulfilled by other colleges? -What needs are not met and how do these needs relate to your specialty areas?

Validating LMI for CTE Program Select Occupational Codes: - Use COE crosswalk between 6-digit TOP Codes and Standard Occupational Codes (SOC) - Crosswalk is embedded in COE Demand Table, INSTRUCTIONS tab, Use O*Net Result: you have SOC codes identified to each program from your list (application might limit you to provide only 3-5 SOCs) Next Step: selecting the region your programs serve

2. Validating LMI for CTE Program Select Region that your program serves: Determine the geographic range in which students are likely to look for work related to the program. Use advisory committees to determine which counties and regions have clusters of related employers. The same geographic region must be used for both the demand and supply side of the application. Result: you have relevant counties/regions identified Next Step: obtaining LMI data

Validating LMI for CTE Program Resources 1)COE Supply and Demand Tables (retrieve LMI data for those occupations and regions that you determined as relevant) 2) Library of LMI Resources ( use filter by sector & region to obtain the most relevant list of reports and data) doingwhatmatters.cccco.edu/StrongWorkforce/LMILibrary.aspx 3)COE Regional Labor Market Assessments ( you can search PDF report for your selected TOP code to see under which occupational groups it appears) 4)Launchboard Program Snapshot: Living Wages report calpassplus.org/launchboard/SnapShotReports.aspx

2. Validating LMI for CTE Programs Result: you have validated the need for your program(s) and obtained data (quantitative or qualitative) to support your SWP applications Questions to consider during your analysis: -Do you have documented quantitative data demonstrating that the demand for this program is greater than the supply of trained students? If not: -Do your students achieve living wage outcomes after taking courses in this TOP codes? -Do you have documented qualitative information demonstrating skill gaps that could be addressed by investing into your program(s)?

3. Looking at emerging needs Resources 1)Identify occupations related to this emerging job (use O*Net onetonline.org or contact COE for help) and validate LMI data (use resources in step ) onetonline.org OR 2)Obtain qualitative information demonstrating the need for this job: Use reports from the Library of LMI Resources Use validated employer input such as regional employer survey Use documented LMI from your biannual program review process Use documented LMI that was regionally/statewide vetted and endorsed (e.g., Business Information Worker) Use a non-standard source and get it certified 2

4. Looking at needs that cross all CTE Programs Some colleges and regions may elect to support numerous programs and occupations, such as work-based learning or career exploration & planning. Find qualitative information to support your decision-making using the following: 1) Library of LMI Resources doingwhatmatters.cccco.edu/StrongWorkforce/LMILibrary.aspx 2)Non-standard LMI Sources: San Diego Workforce Partnership Reports, e.g., Essential Skills for Success report, Middle Skill Jobs report, etc. SDWP Library of external reports
