AM-HEx 2016 EXERCISE CONCEPT

Overall objectives  To increase the capability of the joint operations  To test the readiness of the Rapid Response Team  To integrate resources and equipment so as to combine support in a timely and effective manner for HADR  To enhance experience and familiarity with the arrangements and joint operations on MM and HADR  To test the capabilities of MMS and HADR services  To strengthen positive relations between national defence organizations in the area of MM and HADR.

Specific objectives  To evaluate structure,mechanisms, administrative arrangement and SOPs of the ACMM in support of the HADR missions;  To test the draft ADMM-Plus HADR SOPs established by Laos and Japan; especially to evaluate the structure, mechanisms, administrative arrangement of the MNCC in support of the HADR missions.

EXERCISE SCENARIO

SCENARIO I The “THARULJA” is a fictional country in ASEAN.  Strong earthquake, measuring 9.0 on the Richter scale, with the center occurs in the THARULJA Sea, 4 km. deep, and close to the coastal cities.  The tsunami strikes the cities on the coastline, resulting in rapid floods and collapsed buildings.  A large number of casualties have been reported. Some have gone missing.  Industrial factories within the area are damaged, causing chemical leaks.  All communications are down.  THARULJA reports the state of emergency to the AHA Centre and requests urgent medical assistance and HADR support GULF of THARULJA

SCENARIO II(Dummy):Only for the operation area of ACMM  “TAINIA” is also a fictional country in ASEAN.  Towards the end of the situation in SCENARIO I, a large-scale typhoon strikes the country causing  massive flooding,  maritime disaster,  numerous casualties.  TAINIA reports the state of emergency to the AHA Centre and requests urgent medical assistance and HADR support from the AMS and the Plus Countries.
