2 EXERCISE SCENARIO Malaysia lies 1 degrees North of the Equator line, which experiencing a tropical rain forest climate with two monsoonal seasons, the South West Monsoon and North East Monsoon NORTH EAST MONSOON SOUTH WEST MONSOON 2

3 Malaysia is always thought to be safe from tropical cyclone disaster
Based on the past experience, Malaysia was actually had been directly hit by 2 cyclones Tropical Cyclone Greg 24/12/1996 Typhoon Vamei 27/12/2001 3

4 Yet after more than 14 years, on 2015, Malaysia once again is hit by another cyclone, known as Super Typhoon ‘INDERA’ 20 May 2015 4

5 The formation of “INDERA” has first been spotted
on 15 May 2015 Later enhanced into tropical storm on the next day as a result of its interaction with the strong cold surge winds that come all the way from the mainland China. The cyclone move westward from its original location at a speed of 20 kmph and gains further strength to turn itself into severe tropical typhoon on 17 May Malaysia Meteorological Department issue warning to all states 5

6 By 18 May, INDERA enhanced into Typhoon and move closer to Peninsula Malaysia
At wee hour of the morning 19 May, INDERA makes a landfall on Peninsula Malaysia The ferocious typhoon continues to move west-northwestward at 15 kmph and creates extremely devastating disaster to most states in the Peninsula Malaysia before continuing its journey into the Andaman Sea. 6

7 National Disaster Management Office (NDMO) has immediately activated the National Security Council (NSC) Directive 20 and has set up Emergency Operations Centres (EOCs) at National, States and Districts Level. All government agencies has been deployed in disaster relief operations throughout the nation. 7

Kelantan, Terengganu and Pahang was the point of impact of INDERA National together with the three states EOC are concentrating all their effort responding to the disaster relief operations by mobilizing all government agencies and resources. 8

9 More than 400 mm of rainfall was recorded within 6 hours period in Perlis as the typhoon passes through the northern Peninsula area. About 60% of the state has been inundated with water between 1 and 5 meters, mainly in low lying areas together with massive landslides and mudslides. Strong wind of more than 200 kmph has caused severe destructions. The ‘Spring Tide’ phenomena in the northern parts of Malaysia especially in Perlis and Kedah have worsen the situations Timah Tasoh One of the worst affected towns during this typhoon is Timah Tasoh. 9

10 Local Emergency Respond Aid Teams (ERAT) in Perlis have managed to conduct a survey of the affected areas and reported the impact to EOC/NDMO: A preliminary estimate is that in the state of Perlis more than 10,000 victims are now homeless. 2. The damage inflicted has also resulted in populations being stranded. Locals were seen leaving their homes worried by landslides. 3. Most areas around Lake Timah Tasoh, Chuping and Beseri have lost power and water supply. 4. Communications are also down due to the loss of power. 5. Infrastructures in the remote areas were damaged due to strong wind and landslides and almost roads north of the lake are impassable. 6. More 500 people in Kampong Timah was completely cut off. 10

11 11 7. 1,500 people in Kampung Air was cut off, no
accessible routes into the kampung accept by air. They were out off food and water for 2 days. Need food, water, temporary shelter and medical services as soon as possible. Need standby agencies for SAR operations within Timah Tasoh. Medical services for disaster victims around CBRNe teams to dealt with Chemical Leakage/HAZMAT and RTA (chemical spillage). Evacuation Centre for the victims. MSAR saving passengers and crew of the ships and oil spilled. 11

12 The EOC at Central Disaster Management and Relief Committee (CDMRC) unable to provide assistance
On 22nd May 2015, NSC submitted a request for assistance for Humanitarian Assistance and Disaster Relief (HADR) to AHA Centre and UN. 12

13 13 The identified needs and tasks of Malaysia are as follows:
Search and Rescue (SAR) landslides, collapsed building, Maritime SAR and others. Medical Services (Field or Forward Hospital).   Evacuation Centre for the victims.   Immediate relief Aids (Temporary Shelter, Food and Water supply).   Infrastructure Support (Temporary Bridge).   Indirect Support for Evacuation of affected population from remote areas and island (MEDEVAC and CASEVAC).   CBRNe teams for chemical leakage (HAZMAT). 13
