Why now? “Older people have access to housing and services that support their needs and promote independence” (Strategy for Older People in Wales ) “I live in a home that best supports me to achieve my well-being” (National outcomes framework for people who need care and support 2015) 3

Why now? “The potential for further development of other models that combine housing and care, such as extra care, has not been fully explored.” (Older People’s Commissioner (2014) A Place to Call Home?) “To date, the supply of housing with care accommodation which meets policy goals of promoting independent and autonomous living for older people is inadequate. A long-term “vision” is needed which promotes the provision of affordable, “future-proofed” and “age-sustainable” housing in Wales for future generations” (PPIW (2015) Meeting the Housing Needs of an Ageing Population in Wales) 4

The key questions What does current provision of extra care housing in Wales look like? How much is there in management and in development? What is the quality of provision (buildings and the housing, care and support services)? What outcomes is it delivering? Where are the gaps in provision? What does the provider market look like? Who is currently in the market? What are the strengths and weaknesses of the current market? What are the barriers and enablers for extra care housing developing its full potential as an attractive housing option for older people in Wales? 5

Current housing options A limited supply of social rented extra care housing: Approximately 2,005 units of ECH in Wales Since ECH schemes (1,735 units) completed using £161m SHG Further 5 schemes in pipeline (230 units) using £21m SHG and mix of other statutory funding A mixed provider market: Majority provided by 26 RSL’s, mostly with a small number each. Three LA’s directly provide ECH Very little for owner occupiers: Two private schemes providing 109 units of leasehold accommodation for sale 7

Challenges and opportunities? Clarity about the role of extra care housing within the range of services for older people, and hence key drivers for developing it further. Enhancing the existing ECH offer to ensure maximum use is made of it as a resource for local communities. Enabling new services including different delivery models to broaden the numbers of older people who can access it. Investing in extra care housing in the future – a mixed economy based on clarity about benefits? 10
