5 Where are we now? 22 extra care schemes by end of 2016 Partnerships with a range of extra care providers Flagship investment programme which we are justly proud of Extra care is the cornerstone of the Council’s approach to keeping people healthy and able to live at home Programme has supported the replacement of conventional models of residential care

6 What does our experience tell us? People support and welcome the extra care model Demand continues to be strong for extra care accommodation Health, well-being and life expectancy are enhanced by living in extra care Promotes the regeneration of towns and villages and either sustained or created employment opportunities Both small and large scale can work, dependent upon the location and the proximity of local services There are areas where we can continue to develop and improve the current and next generation of extra care schemes

7 Our Intent We are investing in our ambition: An initial £9 m to invest in the extra care programme A dedicated team to support the Programme Strong political leadership and corporate support Quickly begin rolling out a programme to build new Extra Care Housing schemes Invest in the areas that need it the most Work with framework partners to secure successful and prosperous developments

8 Key Messages Ambition for scheme in every major town and location Key locations of priority need for extra care housing – Gargrave, Bedale, Boroughbridge, Harrogate, Malton, Pickering, Filey and Whitby In the main these locations also correlate with areas where we have an Elderly Persons’ Home Some locations may need more bespoke solutions that meet requirements beyond just older people 75% of over 65 households in North Yorkshire are owner occupiers

9 Procurement of a Framework This procurement is about delivering the next generation: New generation of buildings Next generation of people Different expectations and aspirations We are investing in our ambition: An initial £9m to invest in the extra care programme A dedicated team to support the Programme Strong political leadership and corporate support

10 Procurement objective To procure a Framework of suitably qualified and experienced organisations who will work with us to develop the next generation of extra care housing schemes across the County

11 Scope and expectations To be made up of between 3 and 8 suitably qualified and experienced organisations Length of 6 years with an option to extend for up to a further 4 years Available for use by the Council and other interested Contracting Authorities Opportunities will be brought forward through the further competition stage of the Framework We anticipate we will use to deliver between a minimum of 9 and maximum of 30 schemes in North Yorkshire

12 Key requirements Framework will allow us to commission extra care schemes and associated services through a single process Seeking organisations who will have capacity, experience and responsibility for delivering (or leading collaborative arrangements with other organisations to deliver) the following: Site identification and acquisition Design and build Finance Scheme operation and service delivery

13 Sites Anticipated the following types of opportunity at the further competition stage: Provider secured sites – Framework Providers asked to put forward a suitable site in a location of need Council or Contracting Authority provided sites – where a suitable site exists it may be made available through the framework Anticipate that we will initially ‘call’ for provider secured sites through the Framework

14 Design and build Schemes will need to meet the requirements and outcomes contained within: Accommodation with Care Design and Ethos Guide Dementia Good Practice Guide Delivers a range of tenure to meet the needs of the area

15 Finance We have identified an initial £9 million to invest in the extra care programme Can be either as grant or land We will encourage and support bids to the Homes and Communities Agency for grant funding

16 Performance, quality and monitoring Steering group process to manage the development of schemes until they are operational Evaluation of scheme design and services within first year Management Liaison Group – key role Active resident engagement – strong emphasis on residents experience and outcomes Care and support element subject to quality and monitoring in line with domiciliary care providers in area Work together to develop a collaborative approach to quality and monitoring

17 Restricted Procedure This procurement will be completed using the restricted (two stage) procedure. 1st Stage - Pre-Qualification Questionnaire (PQQ) Assess organisations capability and suitability Shortlist of between 5 and 15 organisations to be invited to tender 2nd Stage - Invitation to Tender (ITT) Assess the ability of shortlisted organisations to deliver the service by asking service specific questions The evaluation criteria and method will be detailed within the ITT

18 Further Competitions All opportunities will be awarded as a result of a further competition Full details will be contained in the further competition information Evaluated on a combination of cost and quality
