22 Applicability to help deliver the YNYER 2015-2021 Housing Strategy 2015-21 Housing Strategy Theme:Relevant points in the Strategy: Affordability and supply  House price to income ratios are higher than the average  Additional pressures from commuters  Constraint on local and sub-regional economic growth  Constraint on community prosperity Geography  Additional challenges for rural and coastal locations Changing demography  LEP has the 6 th highest proportion of over 65’s out of 39 in England  In many rural villages there are no children leading to closure of schools and other negative effects on community  In many rural villages there is little chance of a residents child being able to buy in the same location Quality of housing stock  Innovative asset management is required of existing stock  Use of PRS (private rented sector) and owner-occupier sectors required Homelessness and specific needs groups  The physical and mental health benefits of building communities of diversity combats issues of loneliness and happiness and welfare

23 Applicability to help deliver the YNYER 2015-2021 Housing Strategy YNYER Housing Strategy Stated PriorityYNYER Proposal 1.Work with partners to increase the supply of good quality new housing across all tenures and location 3) ensure that new housing development provides jobs, skills and apprenticeships for local people 5) enable and support self-build, custom build and community led housing to add to supply 7) increase diversity and choice in terms of size, type and tenure to meet the needs of our communities 1.Ensure that our housing stock reflects the needs of urban, rural and coastal communities 4) address falling populations in the National Parks and use housing to sustain balanced communities 5) address urban housing needs and affordability across all tenures 1.Ensure that our housing stock meets the diverse needs of our population at all stages of their lives 2) Increase the number, quality and range of homes suitable for working age households including in the private rented sector and for first time buyers, to enable mixed and sustainable communities 1.Via policy guidance and negotiation, ensure new homes are of good design and environmental quality, regardless of tenure 2) explore opportunities to use innovative methods of construction to deliver new, high quality homes 6.Ensure all homes have a positive impact on health and well-being and are affordable to run 1)explore opportunities to use innovative methods of construction to deliver new, high quality homes

24 “what needs to happen next”: your feedback and thoughts 1.Local Authorities (Strategic Development Plan Officials and Planning Officers and others with the Authority) need to start asking for home and work solutions from developers as alternatives to the affordable housing/starter home provision. 2.Engage with private sector housing developers to look at the commerciality of home and work solutions through different design models based around home & work “hub” development. 3.Quantify the economic and environmental benefits to a household income of being a home worker and the shared economy 4.Quantify the environmental benefits of reduced commuting, impact on quality of life for young families etc 5.Quantify the social benefits of home & work shared economy on health and wellbeing of a village, town or neighbourhood 6.Apply these tests in the viability assessment of planning applications for housing development and site allocations 7.Commit to creating Home & Work communities in the major strategic development sites in Northallerton, Middle-Deepdale in Scarborough and Selby. 8.Survey three sample communities to determine the level of interest to live 7 work in the same location and the viability of this as an option.
