3 Context and Trends Ageing population with a capital asset Changing government policy – moves towards joined up services, prevention and involving older people in service design and delivery Housing & care market is changing – more services into people’s own homes, growth in leasehold provision, decline of some sheltered housing, growing interest in extra care, new services such as telecare
