Further develop an operational service where marine data is made interoperable and freely available and to further develop data products based on observations of the sea, providing free and open access to these data products and to the observations on which these data products were built. a common method of access to data held in repositories; products with information about the distribution of parameters; procedures for machine-to-machine connections to data and data products; a web portal allowing users to find, visualise and download data; coherence with efforts of regional sea conventions; interoperability with data distributed by non-EU organisations; a process to monitor performance and deal with user feedback; a help desk offering support to users. 1) Water column and seabed – Complete coverage of the Baltic, Barents, Black, Mediterranean and North Seas; – North East Atlantic (Celtic Seas, Iberian Coast and Bay of Biscay, Macaronesia, Norwegian Sea). 2) Coastline − EU Member States + Norway and all Baltic countries Geographical scope EMODNet Chemistry 2 – Third year plenary meeting, 8-9 June 2016

– pesticides and biocides (such as DDT, HCB) – antifoulants (such as TBT, TPT) – pharmaceuticals (such as oxytetracycline) – heavy metals (such as mercury, cadmium lead) – hydrocarbons (such as anthracene, fluoroanthene) – radionuclides (such as 137Cs, 239Pu) – fertilisers (such as nitrogen (DIN, TN), phosphorus (DIP, TP)) – organic matter (such as total carbon (TOC)) – chlorophyll – silicates – partial pressures of dissolved gases (such as oxygen, carbon dioxide) – plastics (such as polyethelyne, polypropylene17) – acidity (from pH, pCO2, Total Inorganic Carbon, alkalinity) Data and metadata to be made available EMODNet Chemistry 2 – Third year plenary meeting, 8-9 June 2016 – marine litter (collected on beaches, in fishermen's nets, or in specific surveys). This shall include macro-objects (nets, bottles etc.) as well as fragments and microparticles in water column, sediments and beaches – nutrient loads (nitrogen and phosphorus) to regional seas by major rivers In 3 matrices: - water column; - biota; - sediment.

The contractor shall allow users to find, view and download digital map layers allowing them to analyse changes over time and space. These shall include: – concentration on beaches (in the case of litter), in the open water, sediments and on the coast – special higher resolution efforts at river mouths The chemicals chosen must reflect importance to the Marine Strategy Framework Directive. The web portal shall include: (1) a prominent summary of the data and data products available; (2) a digital map with panning and zooming facilities allowing users to view data, data products and metadata; (3) facilities for downloading data, metadata and data products; (4) ability to track usage; (5) instructions for reaching the help desk; (6) possibilities for users to provide feedback. Brief progress reports (one page) will be sent to EASME and the EMODnet secretariat at a three-months interval, Interim and final EMODnet technical reports following a template provided by EASME PLANNING, OUTPUTS AND DELIVERABLES EMODNet Chemistry 2 – Third year plenary meeting, 8-9 June 2016

1. Appropriate approach for unrestricted and fast access to data in repositories (6 points) 2. Degree of facilitation of machine-to-machine communication (6 points) 3. Quality of the method of preparing data products (10 points) 4. Degree to which contract builds on existing EMODnet structure (6 points) 5. Quality of the method for evaluating interoperability with international partners (6 points) 6. User-friendliness of web portal (6 points) 7. Soundness of project management: proposed mechanisms to comply with project deadlines and assure quality of output (10 points) 8. Strength of guarantee of the continuity of the service (8 points) 9. Quantity of primary data contributed to the project (42 points). (1)QCd data buffers revealed as a useful product but (2) Data aggregation and validation was very time consuming and needs automatization, (3) RL reported too many issues with ODV data format that need to be corrected (ODV check in input?), (4) Data products were very delayed, (5) Data policy needs to be respected (eventually sharing public data only), (6) Data visualisation needs to be improved. (1)Strengthen the dialogue with regional sea conventions (through EMODnet-MSFD SG) to define requirements and opportunities (priorities), (2)Set-up a dedicated board with RSCs to define the products for the indicators (D5, D8 and D9), (3)Develop new tools to upgrade workflow from harvested datasets to dynamic plots, with versioning, (4)Additional data sources, (5)Synergy with EMODnet Data Ingestion project (NODCs), (6)Additional data products on beaches (for plastic or litter) must be available after the first year!
