SEBI Streamlining European 2010 Biodiversity Indicators EEA work with Eastern neighbours 5 November 2009

SEBI Process Pan-European process endorsed in the Kiev Ministerial Conference Initiated in 2005 to select a set of indicators to monitor progress towards 2010 in Europe Institutional partners EEA and ETC/BD ECNC UNEP-WCMC European Commission PEBLDS Czech Republic SEBI 2010 built on the conceptual framework provided by the CBD, and worked with a set of headline indicators within the CBD focal areas.

26 Indicators 1. Abundance and distribution of selected species14. Fragmentation of river systems 2. Red List Index for European species15. Nutrients in transitional, coastal and marine waters 3. Species of European interest16. Freshwater quality 4. Ecosystem coverage17. Forest: Growing stock, increment and fellings 5. Habitats of European interest18. Forest: Deadwood 6. Livestock genetic diversity19. Agriculture: Nitrogen balance 7. Nationally designated protected areas 20. Agriculture: Area under management practices potentially supporting biodiversity 8. Sites designated under the EU Habitats and Birds Directives21. Fisheries: European commercial fish stocks 9. Critical load exceedance for nitrogen22. Aquaculture: Effluent water quality from finfish farms 10. Invasive alien species in Europe23. Ecological Footprint of European countries 11. Impact of climatic change on bird populations24. Patent applications based on genetic resources 12. Marine Trophic Index of European seas25. Financing biodiversity management 13. Fragmentation of natural and semi-natural areas26. Public awareness

Reports 2007: technical report documenting the indicators 2009: first assessment report based on the indicators

Representativity of countries within the SEBI 2010 set

Challenges Not enough data available for this region Difficult to make a truly pan European indicator-based assessment on the status of biodiversity We are encouraging countries to help us get the data through the existing and future networks ….If you can suggest the right people/agencies to approach please let us know at

EEA work with East neighbours 5 November, 2009

EEA member countries EEA collaborating countries East Europe Caucasus Central Asia Russian Federation Azerbaijan, Armenia, Georgia Belarus, Moldova, Ukraine Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan, Tajikistan Geographical coverage Today grouping EU related instruments ENPI DCI RUSSIA Eastern neighbours CENTRAL ASIA Russian Federation EAST EUROPE CAUCASUS Southern Neighbours

EU Instruments for Eastern partners ENPI (European Neighbourhood Partnership Instrument ) DCI (Development Cooperation Instrument ) TACIS Technical Assistance to the Commonwealth of Independent States + Mongolia To promote the transition to a market economy and to reinforce democracy and the rule of law in the partner states in Eastern Europe and Central Asia East Europe Caucasus Central Asia

What are the strengths of ENP policy? Focus on EU neighbours (ENP policy) Coherent approach towards all neighbouring regions East & South Longer time perspective (4 years) A shift in balance: building a sustainable data and information sharing system vs. ad-hoc, report- based cooperation Common instrument for all neighbours: ENPI

ENP East project a specific demand to EEA Build on previous work on indicator development and assessment Support the EEA reporting cycle (SOER 2010) for the pan-European component Consolidate networks and data flows (both environment and statistics) as building blocks of an extended SEIS Support the gradual implementation of SEIS principles to the Eastern neighbours System and Network Content (data, info, indicators, reports)

What do we plan to do ? ENP East Assist in the effective production of EECCA CSI by putting in place relevant data flows Start preparing contribution to SOER2010/Astana conference Strenghten reporting capacities in the region and share experiences Gradually extend SEIS (including Russia) Expand networking to national statistical offices in the region DATA & INDICATORS REPORTING CAPACITY BUILDING SEIS OTHER NETWORKS
