TND Overlays 1, 2 & 3 (a form-based zoning code) A method of regulating development to achieve a specific form. Form-based codes create a predictable public realm primarily by controlling physical form, with a lesser focus on land use. Form-based codes are drafted to achieve a community vision based on time-tested community forms. Ultimately, a Form- based code is a tool; the quality of development outcomes is dependent on the quality and objectives of the community plan that a code implements.

Developing the TND Overlays 1, 2 & 3  Built upon the Township’s history of taking an innovative approach to land use policies.  Looked to recent land developments in Cranberry like Park Place, Bellevue Park, and the Streets of Cranberry.  Worked with Thomas Comitta Associates.

Land Use Management 25 Zoning / Subdivision Ordinance Amendments in the last 5 years Zoning Districts. 54 Conditional Uses. 50 Subdivision / Land Development Applications in 2007.

1. Greater Predictability Illustrations and photos clearly define the vision so that the Township, landowners and developers have a common understanding. 2. Community Character Fosters a greater diversity of mixed use. Creates neighborhoods that are pedestrian-oriented. Structured around the “traditional” streetscape. 3. More Options of Development Types Builds upon current residential, office, and retail development types by offering even more alternatives. Greater diversity of housing options for residents, including a potential for more attainable housing.

4. Flexibility and Efficiency Provides flexibility, minimizing the need to expend the resources necessary to write ordinance amendments to accommodate a diverse mix of development types. 5. Sustainability Mix of uses decreases vehicular trips by allowing more travel on foot. Focusing on form, rather than use, results in developments that will accommodate adaptive re-use so they can change with the development market. The diversity of development options keeps the community current by allowing it to adapt to changing market demands over time.
