July 18, DeKalb County Human Development Nonprofit Partnership Grant INFORMATION BRIEFING

2 Purpose Human Development Nonprofit Partnership Grant To provide support to nonprofit agencies providing programs and services to DeKalb citizens that have a prevention or early intervention focus and meet an urgent community need. This funding year the program seeks to attract demonstrated experience in such service areas as violence to women, support of youth development, helping neighborhoods work with law enforcement, building family unity and capacity, and sharing strategies and resources for measured outcomes.

Programs that: Emphasize prevention, early intervention and program sustainability Feature activities and task with measured outcomes Will adhere to application Guidelines and Instructions Collaborate with other service providers to identify gaps in services and work toward joint solutions Have an active fundraising plan, and knowledgeable and involved Board of Directors

Programs that: Have a long range plan to become less dependent upon government funding Have a sound fiscal reputation Do not duplicate services when other service systems are available and accessible Are sensitive to our culturally diverse citizenry Use volunteers and in-kind contributions to the maximum extent possible Show how units of service are applied for specific outcomes

5 Goals To promote a comprehensive human development system for DeKalb County’s citizens To link service systems with one another and collaborate To ensure that programs funded serve the needs and interests of the citizens of DeKalb To encourage innovation and creative approaches to service delivery To ensure that there is as little service duplication as possible while acknowledging that the need in many cases is greater than services provided To encourage agencies to obtain alternative funding, where appropriate Human Development Nonprofit Partnership Grant

6 Review Process Phase 1 Review For Minimum “Threshold” Requirements The first phase consists of a review by Human Development staff to determine if the minimum requirements have been met. Applications not meeting the minimum requirements will be disqualified and will not proceed to the next review phase.

7 Review Process Minimum Threshold Requirements A complete, thorough application must be submitted by the deadline date & time. Service (s) being proposed for 2015 funding must be for a measurable number of DeKalb County residents. Application focuses on violence to women, support of youth development, helping neighborhoods work with law enforcement, building family unity and capacity, and sharing strategies and resources for measured outcomes. Agency must currently provide services in DeKalb County and have provided services for at least two (2) years proven track record of acceptable performance in providing services in DeKalb. Agency must be a Georgia Nonprofit Corporation and registered and licensed to do business in the State of Georgia at the time of application. Eligibility:

8 Review Process Minimum Threshold Requirements (Continued ) Applicant must have 501 (c) (3) tax exempt status. Agency has an active, governing body that meets at least quarterly. Agency must have an independent annual “audit and management report” resulting from an audit conducted by a certified public accountant that is as current as 2012 OR The 2015 Nonprofit Partnership funding request must not exceed 50% of the proposed budget for the overall program. Applicant applying for Victim Assistance Funds must have a Victim Assistance Certification from the State of Georgia Criminal Justice Coordinating Council. Must submit Attachments with assigned Appendix number as identified in the Application form and described in the Application Guidelines.

10 MISSION STATEMENT Human Services Coordinating Committee The Human Services Coordinating Committee (HSCC) reviews the Nonprofit Partnership Grant program and recommends improvements to move toward the goal of a seamless, cost effective human development system, in relationship to services provided by coordinating agencies. The HSCC also recommends policy as it relates to human development in DeKalb County.
