Roadmap to a Single European Transport Area – Towards a competitive and resource efficient transport system

full market opening in air transport, road transport and partly in rail development of the Single European Sky increase safety and security of all transport branches adoption of new legislation regarding work rules and the rights of passengers creation of trans-European transport networks (funded by the TEN-T, the Structural Funds and Cohesion Fund), which contributed to the growth of territorial cohesion and the construction of high-speed rail strengthen ties and international cooperation improving the environmental performance of transport

 CO2 emissions (not managed to reduce emissions to the targets)  failed to transfer loads from road transport to the other branches  failed to reduce individual transport  failed to increase traffic safety  lack of standardization of the infrastructure (East - West)  further dependence on the EU economy on oil (derived from the unstable regions)  lack of progress in the field of sustainable development,

Improving the energy efficiency of vehicles in all branches of transport Optimalisation of working multimodal logistics chains More efficient use of transport and infrastructure improved by application of traffic management systems and management information (eg ITS, SESAR, ERTMS, SafeSeaNet, RIS)

1. Decreasing by half/Halving the number of conventionally driven cars in urban transport by 2030, eliminating them from the cities by 2050; achieve essentially CO2-free logistics in large urban centers by Achieving the level of 40% of low-carbon fuel use for aviation by 2050 according to the the principle of sustainable development - to reduce emissions in maritime transport by 40% (possibly 50%) also by 2050 optimalisation of multimodal logistics chains by more efficient use of means of transport

3. By 2030, 30% of road transport over distances greater than 300 km should be transferred to other branches of transport such as rail or inland water transport, and by 2050 it should be over 50% 4. Completion of the European high-speed rail network by Triple increase of the existing high-speed rail network by 2030 and maintain a dense railway network in all member states

5. By 2030 to establish a fully functional Web- wide multimodal TEN-T base, and by 2050 to achieve high quality and capacity of this network, as well as the creation of adequate information services related to the network management traffic. 6. By 2050 connecting of all the airports belonging to the base network by rail, preferably with high speed rail; ensuring that all major sea ports have good connection with the railway transport, where possible, inland water transport system.

7. By the introduction of modernized air traffic management infrastructure (SESAR) and the completion of the European Common Aviation Area The introduction of equivalent land transport management systems and inland waterways (ERTMS, ITS, PPS and LRIT, RIS) Introduction of the European satellite navigation system (Galileo) 8. By 2020, establish a framework for a European information system, management and payments for multimodal transport

9. By 2050, reaching almost zero number of fatal accidents in road transport. Ensuring that the EU will be the world leader in security and safety for all modes of transport 10. The transition to full application of the principles "user pays" and "polluter pays" principle and the involvement of the private sector in order to eliminate the interference, including harmful subsidies, generate revenue and provide funding for future investments in transport

Big ambitions (considering the fact that it didn’t meet the objectives set out in the White Paper of 2001.) The too ambitious objectives are (according to the Committee of the Regions): - elimination of the conventional powered vehicles from urban centers - zero number of fatal accidents in road accidents by the year full internalisation of external costs by (which, however, CoR supports as the intelligent approach to the fees and taxation)

intelligent approach to fees and taxation, the vision of a transparent and widely used model of calculating charges for use of infrastructure, full internalisation of external costs (although the date is too ambitious) European Commission proposal of the elimination of conventional cars and trucks from towns agrees that a large fleet of city buses, taxis and vans are ideal to test the introduction of ecological vehicles

proposal to determine the CO2 emission standards for vehicles in all branches of transport all included in the White Paper initiatives designed to inform about the availability of alternatives to conventional individual transport creation of a base of strategic European infrastructure networks integrating all EU regions

the main objectives are set for too long periods, and in the same time there is lack of solutions for the near future The White Paper does not fully discuss key issues related to accessibility and mobility of people The White Paper ignored the issue of budget and nonbudget resources for the EU transport policy and transport infrastructure, and in this context supports the proposal for the adoption of European loans and Eurobonds as the main instruments for financing the necessary transport infrastructure

Numerous investments in infrastructure - a destination: multimodal transport network need not only to finalize the construction of motorways, but also to provide capacity (widening of existing highways) upgrading the existing rail network and the construction of new lines => high-speed railways expansion and modernization of major airports and seaports and their inclusion to the network transfer of 30% of freight from road on distances> 300 km to the other branches => neglected inland waterways neglected investment

 This network will have to be equipped with safety systems, management and traffic control  It means the expenditure of hundrends of billions of zlotys  EU total expenditure on infrastructure investments up to eur 1.5 trillion eur by 2030

Change of bad practices in spatial planning – supressing of „pouring out” of the cities Maintaining and developing of the positive trends in the use of rail transport (the transport of goods and passengers) and the collective public transport in cities Investing in greener forms of transport and ecological combustion engines (Euro 4, Euro 5, Euro 6 standards)

Thank you
