11 GUIDING PRINCIPLES A coherent policy framework across different fields, including energy, competition, industry, climate, education, regional, social, health and consumer policy. Regulatory stability is key for the sector to be able to provide the substantial long-term investments that are absolutely necessary for dealing with the expected increase in traffic. The specific legal framework for transport should be maintained, as it allows to take into account the particular nature of public transport, which is often a public service provided by local authorities but also an activity of private operators. In order to reach the ambitious EU aims for more sustainable urban mobility, new technologies and concepts are needed. Policy- makers should ensure that the necessary financial means for public transport research and innovation are available. UITP11 4 PRIORITIES FOR THE EUROPEAN TRANSPORT SECTOR
