5 The Connecting Europe Facility
The funding framework for Europe 2020 Strategy, Strategy for Growth & Jobs A dedicated fund for infrastructure financing covering all EU Member States CEF financial support mainly in the form of grants Increase use of innovative financial instruments to attract private financing towards infrastructure financing (through Project Bonds, guarantees, dedicated investment funds…) 5

6 Projects financed by CEF for transport
Grant focus on cross-border sections and bottlenecks for the cleaner modes of transports (Railways, Inland Waterways) Focus on projects located on the 9 trans-European Corridors Support to the deployment of European traffic management systems for a more efficient use of the existing infrastructure (SESAR, ERTMS…) Support to the deployment of new technologies and innovation for decarbonisation of transport (Electrification, LNG… & intelligent transport systems)

7 Complementarity CEF – ESI Funds
High EU added-value on TEN-T Corridors and core network (as pre-identified in Annex I of the CEF Regulation) More sustainable modes of transport: rail, inland waterways High EU added-value projects to remove bottlenecks in transport networks, by supporting TEN-T infrastructure on both the core and comprehensive networks All modes of transport Regional mobility, through connecting secondary and tertiary nodes to TEN-T infrastructure

8 CEF Transport: Cohesion envelope
€11.3 bn transferred from the Cohesion Fund to the CEF Exclusively for transport projects of high EU added value in Member States eligible for the Cohesion Fund National envelopes between 2014 – 2016, with higher co- funding rates Pre-identified projects on the Corridors and other sections of the Core network: rail and inland waterways cross-border missing links, including road (max. 10% of the budget) bottlenecks
