6/9/ DBE Requirements NYSDOT has set a goal of 8% for DBE Participation. This can be either the Prime Consultant, or a Subconsultant. Only firms certified in NYS qualify, and they must be listed in the UCP Directory: All firms are req’d to complete Attachment #9 DBE Participation Information.
