EASTERN MUNICIPAL WATER DISTRICT Water Supply Strategic Plan Brian Jack Powell, P.E. Director of Planning June 17, 2015

Capital Plan The Water Supply Strategic Plan is a key element of the District’s Long-Term Capital Plan

Capital Plan New development is expanding beyond the reach of existing supplies Develop a plan for supply, reliability, and resiliency Incorporate the District’s water supply strategic priorities Include MWD’s Integrated Resources and Integrated Area Planning Results from the Water Supply Strategic Plan feed into the Master Plans and Capital Plan Mills Perris WFP Skinner Hemet WFP Desalters Ground water Moreno Valley

Water Supply Strategic Plan Conservatio n Planning Demand Projections MWD’s Planning Soboba Impacts The Plan incorporates key issues Updated Demand Projections Conservation planning MWD’s water supply planning Impacts from the Soboba Settlement Agreement

Water Supply Strategic Plan Updated Demand Projections Latest land use planning from the various land planning agencies Current water use information and timing from Database of Proposed Projects (DOPP) Planning for permanent conservation Demand projections were moderated against economic projections

Water Supply Strategic Plan MWD’s Water Supply Planning MWD confirmed that a third treatment plant is not being considered The Skinner Treatment Plant has significant available capacity (400 MGD) The “Gap Pipe” (I-215 crossing) of the Perris Valley Pipeline could be completed within 3 to 5 years MWD is considering our request to share right-of-way and transmission capacity with EMWD A raw water connection for San Jacinto Valley recharge supplies was favorably considered by MWD

Water Supply Strategic Plan Soboba Settlement Agreement Impacts EMWD’s adjusted base production right is being adjusted downward annually to 7,303.4 AFY by 2019 The existing raw water pipeline and the EM-14 capacity limit supply available to Hemet Water Filtration Plan when MWD delivers 42 cfs to the recharge ponds

San Jacinto Valley Water Supplies

San Jacinto Valley Water Supplies Six Alternatives were evaluated for water supply using a combination of: Enhanced groundwater Hemet Water Filtration Plant expansion Treated imported from Skinner

San Jacinto Valley Water Supplies Recommended Approach: Enhanced groundwater o Requires new MWD raw water turnout, pipeline and recharge facilities Expand HWFP Supplement with Skinner

San Jacinto Valley Water Supplies Near-Term Facility Requirements: New MWD raw water turnout New EMWD raw water pipeline to HWFP Develop the Mountain Avenue West site into recharge facilities for the Enhanced Recharge and Recovery Program

San Jacinto Valley Water Supplies Ultimate Water Supplies for San Jacinto Valley: Maximum Day Demand 143 CFS Enhanced Groundwater 61 cfs HWFP 46 CFS Skinner 36 CFS Currently about 34 CFS

Districtwide Water Supplies

Districtwide Water Supplies Alternatives were evaluated for water supply using a combination of: Development of Mills contracted capacity (EM-12, EM-23 and EM-24) Total = 320 CFS Expansion of Skinner capacity Expansion of Perris WFP Redundancy and Reliability

Districtwide Water Supplies Recommended Approach: Expand treated water supplies from MWD: o Skinner New capacity (EM-11) and pumping station Conveyance pipelines phased in over time o Mills MWD to complete Gap Pipe on the Perris Valley Feeder EMWD to construct Western Way Pumping Station Conveyance pipelines phased in over time Expand Perris Water Filtration Plant if needed Mills Perris WFP Skinner Hemet WFP Desalters Ground water Moreno Valley

Districtwide Water Supplies Ultimate Districtwide Water Supplies: Maximum Day Demand 824 CFS Mills 320 cfs Skinner 330 CFS PWFP 37 CFS HWFP 46 CFS Desalters 19 CFS Groundwater 72 CFS Currently about 282 CFS

Next Steps

Water Supply Strategic Plan Capital Plan Coordination with Master Plan efforts MWD Coordination Raw Water Connection Skinner Connection PVP Gap Pipeline Conveyance Raw Water Connection and Pipeline Preliminary Design Recharge Mountain Avenue West Preliminary Design Next Steps Incorporate results into the Master Plans and Capital Plan Continue working closely with MWD Advance preliminary design of the connection and raw water pipeline in San Jacinto Advance preliminary design of the Mountain Avenue West Recharge Facilities – part of the Prop 84 grant application (Enhanced Recharge and Recovery Program)
