2 www.emwd.org 2 Offset Requirement March 26, 2014 offset requirement approved for projects requiring a Water Supply Assessment : “Projects requesting a water supply assessment that will increase water demand above what was assumed in the General Plan used to develop projections in the most recent Urban Water Management Plan will be required to offset the demand increase with a new water supply or conservation.”

3 www.emwd.org 3 Revise Project Threshold Most projects are under the threshold for a Water Supply Assessment EMWD is currently in the process of updating: o Water Supply Master Plan and Facilities Plan o Urban Water Management Plan o Capital Plan Recommend revising requirement to apply to smaller projects: o Any land use change that will increase water demand by 10 acre-feet/year or more (equivalent to approximately 25 single family detached units)

4 www.emwd.org 4 Offset Options Offset requirement can be met: o Through reduced demand in the project EMWD approved list of devices/actions o By funding additional conservation/water supplies o Through a reduction in water use at a project owned by the same developer Must be developed before or near the same time as the proposed project Offset will be conditioned at the plan of service stage o Water Supply Assessments will include requirement for offset Fees paid or actions verified at the time of construction

5 www.emwd.org 5 Landscape Meter Restriction A “looped” irrigation system occurs when more than one meter feeds an on site irrigation system “Looped” meters cannot be provided with accurate budgets Revision allows for outdoor water allocation and tiered rate application Proposed revision: “On site irrigation systems shall be supplied with one water meter and shall not be connected to an onsite irrigation system supplied with another meter.”

6 www.emwd.org 6 Next Steps Work with stakeholders on implementation plan proposed for smaller projects not requiring a Water Supply Assessment with greater than 10 acre-feet/year demand. o Verify where in the development process new requirements will be applied o Develop tracking mechanisms for these projects Bring Administrative Code Revisions to the Board for Adoption in September 2015.
