Aerojet Environmental Update Carmichael Town Hall Meeting March 12, 2008 Michael Girard Aerojet Environmental Site Remediation (916) 355-2945 michael.girard@aerojet.com

Aerojet’s Goals for Remedial Action Shared Goals - Aerojet and Stakeholders –Meet EPA and State of California goals and objects –Protect the community’s drinking water resources –Halt migration of chemicals –Restore the aquifer Minimize disruption to Carmichael community Partnership with regulators, local government, water district and the community –Community outreach –Proceed with the timely planning and implementation of Groundwater Remediation –Identify opportunities for beneficial use of treated water

Path to Successful Implementation Collaborative Approach to Response –Carmichael Water District (CWD) –Aerojet Corporation –Federal and State Agencies (EPA, DTSC, RWQCB) –Sacramento County Board of Supervisors Parks Water Resources Real Estate Development of Mutual Benefits as Part of Project Scope

Path to Successful Implementation Unique approach to problem solving Carmichael Water District with full support from its Board quickly responded –Teamed with Aerojet to seek win-win solutions –Protect the Water Supply –Engage with multiple stakeholders –Protect the interests of the Community –Push for timely resolution Innovative use for treated water benefited CWD customers and the Parks Multiple project paths resulted in the completion of the Bajamont plant while issues with Ancil Hoffman were resolved

How the Cleanup Process Works Groundwater contamination moves with groundwater flow Groundwater Resource Protected Surface Water Western Groundwater Movement Extraction well intercepts and stops plume movement Extracted groundwater is piped underground to treatment facility Cleaned groundwater is piped underground to discharge point and returned to environment Enclosed treatment filters remove contamination

Western Groundwater Operable Unit Area 3 Northern Rancho Cordova Area 1 Southern Rancho Cordova Area 2 Gold River (Completed) US HWY 50 SUNRISE BLVD. Aerojet GET E/F (Completed) INTERNATIONAL DRIVE FOLSOM BLVD. Area 4 Carmichael Legend Completed Extraction Well Completed Treatment Facility Completed Pipeline Approximate Aerojet Boundary Proposed Extraction Well Proposed Treatment Facility Proposed Pipeline Water Supply Well

Carmichael Remedial Action (Area 4) Palm Dr. Landis Ave. Bajamont GET L-B Fair Oaks Boulevard Ancil Hoffman GET L-A Action Needed to Protect Water Supply Wells Ancil Hoffman Treatment Facility under Design Sunrise Boulevard Bajamont Facility Complete, and Operating Extraction Well Water Supply Well Treatment Plant

Ancil Hoffman GET L-A Design Considerations Established residential and recreational area Minimal impact to Community (short and long-term) Limited available land to site well and treatment plant Use of County land for locating extraction well (s) and treatment plant Design goals –Minimize visual impacts in natural setting –Minimal impacts to various park uses and activities –Compatible with existing golf course structures Floodway constraints Integrate design with CWD Storage Tank Project

Conceptual GET L-A Treatment Plant

GET L-A Schedule Summary Design, Bidding, Contract Award Now thru June 2008 Receive Bids / Award ContractsJune 2008 Complete Well and PipelinesJuly thru Nov 2008 CWD Constructs Reservoir Mar thru Nov 2008 Start Treatment Plant Construction Nov 08 or April 2009

Accomplishments Bajamont Treatment Plant constructed and operating Ancil Hoffman Treatment Plant location selected Environmental Documents complete and approved (CEQA) Lease agreement with County complete and approved Extraction well and monitor wells constructed Preliminary facility design complete Treated water discharge permit approved (NPDES)

System Designed for Flexibility Treatment Plant –Planned flow of ~ –Plant capacity as built ~ Extraction Wells –Planned pumping rate ~ –Well capacity is ~ Ancil Hoffman 800 gpm 2000 gpm 800 gpm 1200 gpm Bajamont 600 gpm 1000 gpm 600 gpm 840 gpm

Next Steps Complete Construction Facility start-up and optimization process takes 1-6 months Once system has operated for ~ 1 year an Effectiveness Evaluation is performed and a report is provided to the Agencies Possible System Adjustment (if necessary) –Modify pumping rates in existing wells –Modify treatment plant equipment –Install new extraction well (s) with associated pipelines
