ICLEI - moving towards a positive growth ICLEI is the world´s LEADING association of cities and local governments dedicated to sustainable development. ICLEI is a powerful movement of 12 mega-cities, 100 super-cities, 450 large cities and urban regions as well as 450 small and medium-sized cities and towns in 83 countries. Mission - To build and serve a worldwide movement of local governments to achieve tangible improvements in global sustainability with special focus on environmental conditions through cumulative local actions

GoI Initiative Share of Urban population – from 28% in 2001, it is projected to rise to 38% by Jawaharlal Nehru Urban Renewal Mission (JNNURM) It envisages development of slums, accessibility to drinking water, sewerage, solid waste management, roads, and street lights to all  The first phase (2005 to 2012) saw 559 projects approval for worth Rs 67,000 crore in 65 mission cities out of which 127 projects were completed.  Investment in the first phase was Rs 1,20,000 crore which will be raised to Rs 2,00,000 crore in the second phase. Service Level Benchmarking (SLB) 1.Identifies minimum set of standard performance parameters for the water and sanitation sector. 2.Defines common minimum framework for monitoring and reporting on these indicators, and 3.Set out guidelines on how to operationalize this framework in a phased manner. The principle of benchmarking has been further endorsed by the 13th Finance Commission which has included Service Level Benchmarking as one of the conditionalities for allocation of performance based grants to ULBs, which amount to approx. Rs.8000 crores over the period

ICLEI Projects/Initiatives AsianCitiesAdapt Reduce the risks of climate change impacts faced by the cities by addressing their key vulnerabilities Strengthen the awareness and the knowledge about potential risks at local level Carry out city specific climatic projections Develop local climate change adaptation strategy for the cities Promote the exchange of knowledge between cities in the target countries Adopting Integrated Urban Water Management in Indian Cities (Adopt IUWM) Customizing an existing Integrated Urban Water Management framework, to meet the requirements of Indian local authorities. Testing the Indian IUWM framework through its application in 4 cities - 2 each from Rajasthan and Maharashtra Implementation of eight service delivery pilot projects in socio- economically weak Wards of the cities– two in each city – identified through the IUWM planning process Advocating the integration of the Indian IUWM tool-kit as an appropriate planning tool in relevant schemes/programmes of the Ministry of Urban Development (MoUD), Government of India (GoI)

ICLEI Sustainability Tools and Services ICLEI provides a broad range of concrete and globally accessible tools to help cities transit to more sustainable urban management, covering the areas of urban design, eco-budgeting, urbanization, sustainability management and eco-procurement.  ecoBUDGET® ecoBUDGET® An environmental management system developed by ICLEI Europe based on the logic of municipal budgets to help local governments manage natural resources.  HEAT+ HEAT+ ICLEI’s online GHG emissions inventory tool, HEAT+ helps local governments account for GHG emissions, Common Air Pollutants (CAP) and other Volatile Organic Compounds (VOC).  cCCR The cCCR enables cities and local governments to publicly register their greenhouse gas reduction commitments, report performance and showcase actions. As of March 2013, 302 cities from 42 countries, controlling a community GHG emissions of around 1.5 GtCO2e annually, reported 561 energy and climate commitments, 578 GHG inventories and 2471 mitigation/adaptation actions/action plans at the cCCR. cCCR  Local Authorities Self Assessment of Local Agenda 21 (LASALA) Local Authorities Self Assessment of Local Agenda 21 (LASALA) A free, online self-assessment tool developed by ICLEI Europe to help local governments evaluate processes and progress towards sustainable development.  Sustainability Cycle Sustainability Cycle A cyclical, integrated sustainability management tool developed by ICLEI Europe to lead local governments advance their sustainability level and implement the Aalborg Commitments.  Triple Bottom Line (TBL) An integrated decision-making toolkit that assists policymakers to embed sustainability priorities in their planning process and to take social, economic and environmental concerns into account.
