1 cCR; GPC Workstream and implementation: Sub-national to national
Cesar Carreno, M.Sc Senior Officer, Low Carbon Cities ICLEI – Local Governements for sustainability IG3IS Symposium and User Summit 13 – 15 November 2018 WMO, Geneva, Switzerland

2 Carbonn Climate Registry (cCR)
The carbonn Climate Registry (or cCR in short), was launched at the World Mayors Summit on Climate in Mexico City on 21 November This is the global response of local and other subnational governments to measurable, reportable and verifiable (MRV) climate action. Operated by the carbonn Center, the cCR today is the global reporting platform for cities, towns and regions tackling climate change- created to support transparency, accountability and credibility. 959 cities, towns and regions around the globe have registered, representing 10% of world population. 4 cCR – Core reporting elements
Background info Target Performance Action Action plan The registry collects 5 types of information: Background information: the cCR collects background information such as GDP, population, climate type, used for benchmarking, comparison and connecting reporting entities. Action plans: the cCR tracts mitigation, adaptation and sectoral focused action plans Actions: On the cCR, the city reports single actions such as soft measures as implementing a policy or hard measure such as constructing a waste incineration plant. Performance: the cCR tracks GHG emission inventory, energy generation and consumption, mobility performance and the identified risks and vulnerability. Targets: the cCR tracks to goal and commitments on mitigation, adaptation or any proposed specific sectoral improvement. To become a reporting entity, the city only need to complete the background information and submit at least one of the other element. You can announce one commitment, or one action plan, or just demonstrate one action. Basic reporting requirement: Background info+ any other one element

5 cCR – Benefits of reporting
Connects to 15 thematic task forces Participate UN climate advocacy Trend analysis based recommendations Profile page with infographics Reports Reporting the above mentioned elements to the Registry , the city, town or region will enjoy four major advantages:  First, By reporting the cCR, the local government is participating in the global climate advocacy at the UNFCCC for combating climate change. The reported data will be aggregated in the cCR COP report which ICLEI as the focal point will submit to the parties. Second, reporting to the registry allows you to build a climate profile. From there, you can set climate targets, identify your priorities and track your progress. The end result is a data-driven, better informed climate action pathway for your municipality. The more you put into it over time, the more you will get out of it. Check the example profile here to get a feeling: Thirdly, By reporting to the cCR the entities will be able to understand its performance in comparison to other entities. Based on the reports, we will connect entities with similarity to learn from each other. Lastly, we support s15 unique initiatives, focusing on various thematic topics such as renewable energy, air pollution, adaptation, eco mobility, buildings, district energy etc.  Reporting to us once, you will be connected to various opportunities, tools, and even financial supports.

6 cCR – GHG reporting tab (I)
cCR includes 2 GHG inventories reporting tabs 1 based on GPC basic requirements for community scale inventories 1 based on a simplified corporate inventory for local government activities Open template to show ease of use

7 Data interpretation for GHG emissions

8 GPC -  Global Protocol for Community-Scale Greenhouse Gas Emission Inventories
100+ reviewed inventories Led by Global Covenant of Mayors for Climate and Energy. 200+ inventories in development Available tools: Clear Path CIRIS

14 Influence? TOP - Down Costa Rica – National framework
South Korea – Considering adapting its national tool to allow GPC reporting Bottom-UP RAMCC (Argentina) - A considerable number of cities using GPC (60+ received by ICLEI). RAMCC is the subnational body for muniipalities UDALSAREA (Spain) – Sub-National city network entralizing GPC inventories for the Basque Country.

15 TAP Pipeline As the table above depicts, actions submitted from local governments in developing countries amounted to USD billion, representing 42% of total reported budget. Among which Latin America and the Caribbean comprise 78%of the total applied budget of actions from developing countries, followed by East Asia and the Pacific with 19%; South Asia with 2%, Sub-Saharan Africa with 2% and Middle East and North Africa 0.072%, as presented in Figure 2. The budget size of the projects from developing countries can be seen below: Source: Gap Analysis Report: Closing the gap between finance and urban climate action ICLEI/Climate KIC (2016)
