2 Climate Change and Development
COP 22 Climate Change and Development Climate change and development are integrally linked Development is a driver of GHG emissions causing climate change Climate Change impacts development opportunities Addressing Climate Change requires a shift in the development pathways Can be addressed through shift in low-carbon growth path as well as climate-resilient development path Moving to a low-emission, climate-resilient development pathway would bring societal and development benefits Adaptation (particularly at the local level) necessary and complements mitigation efforts as well as disaster risk reduction Reduce GHG emissions and lessen the impacts of climate change

3 India’s Nationally Determined Contribution
COP 22 Enabling Conditions: Generating evidence on vulnerability, climate risk Technology Climate Finance Mainstreaming in local development plans/action Capacity Development Multi-Stakeholder Dialogues Sustainable Lifestyles Cleaner Economic Development Reduce Emission intensity of GDP Non Fossil Fuel Based Electricity Enhancing Forest Carbon Sink Adaptation Mobilizing Finance Technology Transfer/ Capacity Building India’s Nationally Determined Contribution

4 District Development Plans/ Village Development Plans
COP 22 National Action Plan on Climate Change (NAPCC) 8 National Mission State Action Plan on Climate Change (SAPCC) National Level Sub-National (State) Level Indo-German Technical Cooperation/ multi-lateral/ bilateral cooperation Adaptation to climate change Low carbon growth path 4X4 Assessment of the Impacts of climate change in 2030s on key sectors of the economy NDCs National / International Financing Instruments Climate Finance Local/ Community level assessment of vulnerability climate change District Development Plans/ Village Development Plans Integration with ongoing development schemes/ initiatives having adaptation potential CC Integrated planning ?

5 Financing SAPCC Implementation
COP 22 Financing SAPCC Implementation Need innovative ways for mobilizing both public & private climate finance Integration in district/ local development plans National/ International funding instruments Private sector Promoting Innovative and Locally Suited Technologies Assessment needed to prioritize technology requirement in adaptation in the framework of sustainable development as envisaged under SAPCC, NAPCC and to achieve NDC objectives

6 Developing M&E framework
COP 22 Capacity Development Training needs assessment and designing capacity development programme Evidence based adaptation planning Integration of CC into development planning process (State/district/local) Gender mainstreaming Developing M&E framework Prioritizing climate actions and tracking adaptation investments Measuring reduction in vulnerability, identifying (positive) impacts on target groups Need for an institutional mechanism on M&E, key component in SAPCC Capacity development for strengthening institutions on Climate Change Adaptation Developing systematic approaches for human and institutional capacity development at the State level for adaptation planning and implementation through a training needs assessment Designed and implementing a capacity development programme—a combination of orientation programme for policy/ decision makers and training programme for officials at State and District Level

7 Partnerships and multi-stakeholders dialogues
COP 22 Generating Scientific Evidence through Collaborative Research in priority areas Academic exchange Integrated vulnerability and climate risk assessment; early warning system Assessment of and mechanism to address Loss & damage Partnerships and multi-stakeholders dialogues Regional cooperation and networking Promoting science-policy-practice interface and evidence based decision making Promoting Private – public partnership models, green start ups Generative evidence to enhance knowledge about CC impacts at the national and sub national level through Assessment of drivers and impact of climate change through scientific research Building capacity towards climate risk management and other priority topics through academic exchanges Facilitating dialogue for: Supporting policy platforms and forums to enable sharing of experiences and lessons between decision-makers, policy makers and parliamentarians, and scientists and civil society, private sector Facilitating exchange and engagement between the national and sub- national governments: Synergies between objectives of various missions under NAPCC; SAPCCs and NDCs Enabling policy environment for financing adaptation actions

8 COP 22 Key Discussion Points Climate adaptation needs at the State level: different contexts, similar concerns Evidence based adaptation actions at the State level Accessing climate finance Leveraging on exiting development and social protection programmes for scaling up Knowledge management & outreach for policy impact Regional/ International cooperation
