Even the ones introduced into the empire were mostly herders, caravan workers, and soldiers.  As the centralized power rose, the freedom of the peasants fell-The peasants eventually transformed into being serfs  Peter the Great strived to turn away from the Asian culture and bring in more influence from the West.
