AIUA STRATEGI PLAN GUIDELINES : Quality Assurance Prepared by Kolej Universiti Islam Sultan Azlan Shah (KUISAS), Perak, Malaysia.

1. Introduction The Asian Islamic Universities Association (AIUA) aims to facilitate the recognition of accreditation decisions across borders. Regarding joint programmes, AIUA intends to substitute the different national accreditation procedures by one single accreditation procedure that can lead to several national accreditation decisions. 2 nd Meeting of AIUA 18 th October 2015

2. General Principles  The AIUA shared component includes two parts: the assessment criteria and the assessment procedure. The procedure covers the self-evaluation by the joint programme (i.e. the self-evaluation report and the documentation required), the composition of the panel, the organisation of the site visit and the assessment report.  The national components can include elements that need to be added to the assessment criteria and the assessment procedure. Where relevant, this means that these elements need to be addressed by the joint programme in the self-evaluation report, by the quality assurance agency in the organisation of the procedure and by the assessment panel in their assessment report. 2 nd Meeting of AIUA 18 th October 2015

2. Assessment procedure  Self-evaluation report A single accreditation procedure in actuality starts with the submission of a self-evaluation report. 3. The self-evaluation report A self-evaluation report has to cover the totality of the joint programme. All the association partners should therefore be included in the self-evaluation procedure and the preparation of the self-evaluation report. As is clear from the assessment criteria, this report will put appropriate emphasis on the “jointness” of the programme. The self-evaluation report should contain basic information about the joint programme and relevant annexes. 4. Policy and Procedures for quality assurance 4.1 Policy and Procedures for quality assurance STANDARD: Institutions should have a policy and associated procedures for the assurance of the quality and standards of their programmes and awards. They should also commit themselves explicitly to the development of a culture which recognises the importance of quality, and quality assurance, in their work. To achieve this, institutions should develop and implement a strategy for the continuous enhancement of quality. 2 nd Meeting of AIUA 18 th October 2015

GUIDELINES: The policy statement is expected to include: the relationship between teaching and research in the institution; the institution’s strategy for quality and standards; the organisation of the quality assurance system; the responsibilities of departments, schools, faculties and other organisational units and individuals for the assurance of quality; the involvement of students in quality assurance; the ways in which the policy is implemented, monitored and revised. 2 nd Meeting of AIUA 18 th October 2015

4.2 Approval, monitoring and periodic review of programmes and awards STANDARD: Institutions should have formal mechanisms for the approval, periodic review and monitoring of their programmes and awards. GUIDELINES: The quality assurance of programmes and awards are expected to include: development and publication of explicit intended learning outcomes; careful attention to curriculum and programme design and content; specific needs of different modes of delivery (e.g. full time, part-time, distance learning, e-learning) and types of higher education (e.g. academic, vocational, professional) 2 nd Meeting of AIUA 18 th October 2015

GUIDELINES: (con…) availability of appropriate learning resources; formal programme approval procedures by a body other than that teaching the programme; monitoring of the progress and achievements of students; regular periodic reviews of programmes (including external panel members); regular feedback from employers, labour market representatives and other relevant organisations; participation of students in quality assurance activities. 2 nd Meeting of AIUA 18 th October 2015

4.3 Quality Assurance System in Malaysia The quality assurance system and MQF are equally applied to all public and private higher education providers. It is a shared responsibility between the MQA as a quality assurance body and the higher education providers in order to effectively enhance quality of higher education through good quality assurance practices. External evaluations in Malaysia consist of Provisional Accreditation and Full Accreditation. Provisional Accreditation indicates that the programme has fulfilled the minimum requirement for it to be offered for consumption by learners. 2 nd Meeting of AIUA 18 th October 2015

5. The self-evaluation report 5.1. Introduction The Standards and Guidelines for Quality Assurance in the AIUA Higher Education Area underline the importance of internal quality assurance and the fact that all external quality assurance procedures should be based on a programme’s or institution’s self-evaluation. Your self-evaluation report is therefore an indispensable element of any external quality assurance (and accreditation) procedure Outline of the self-evaluation report You can use this introduction to give the experts a first impression of your joint programme.
