2015 University of Florida Campus Development Agreement Board of County Commissioners October 13, 2015

Purpose of Public Hearing  Hold the second public hearing and adopt the Campus Development Agreement

Campus Development Agreement  CDA is tool that implements CMP  CDA must address issues related to provision of public facilities and services (such as roads, utilities, recreation, etc.)  CDA must not be in conflict with Comprehensive Plan of host local government(s)  CDA must identify level of service standards and funding any capital improvements  No further review of campus development projects if consistent with adopted CMP and CDA

Campus Development Agreement  Current (2006) CDA in effect thru December 2015  Revises definitions per Board of Governors rules  Updates City and County LOS for consistency with current Comp Plans  Stand-alone document that sets limits on development at UF – deviations require amendment of CMP and CDA  County Commission reviewed and commented on the draft of the CDA on May 26; UF included County’s requested revisions in CDA for public hearing

Campus Development Agreement  Expires December 31, 2015  $21.1mm mitigation provided in 2006 CDA  $2.1mm to Alachua County  $19 mm to City of Gainesville  Mitigation from 2006 CDA addressed the following  3,754,336 GSF on main campus  1,995, 602 GSF remains to be built  Satellite Properties – balance of GSF authorized remains at all sites except Dairy Research Unit  2,000 new parking spaces  1,715 net new parking spaces remain unbuilt

Recommendation  Hold the second public hearing and adopt the Campus Development Agreement (CDA)
