1 Eastside Activity Center Zoning Overlay District and Amended Land Development Regulations

2 Background CPA-13-08 as adopted by the Board of County Commissioners created an updated Eastside Activity Center Master Plan. The intent of the revised master plan is to allow a mix of residential, office, neighborhood oriented retail, support service commercial, institutional and public civic uses.

3 Background Policy 2.5.10.10 of the Activity Center policies specifically provides that, within one year of the adoption of the master plan, updates to the implementing land development regulations shall occur. These updates must be approved by the Land Development Regulation Committee (LDRC) which in Alachua County is also the Board of County Commissioners. In addition, the new implementing zoning districts for the Activity Center must be approved by the County Commission with a recommendation from the Planning Commission.

6 Comprehensive Plan Consistency Policy 2.5.10.10 of the Activity Center policies specifically provides that, within one year of the adoption of the master plan, updates to the implementing land development regulations shall occur. 7 Comprehensive Plan Consistency Policy 2.5.10.3 establishes broad land categories within the Activity Center along with allowable uses, residential densities (where applicable) and development standards. The proposed zoning districts and associated Code language will implement these land use designations by providing specific standards and guidelines. The proposed Code language will also enumerate permitted uses within each district as well as design standards such as height restrictions and lot setbacks.

8 Comprehensive Plan Consistency Policy 7.1.2 of the Future Land Use Element states that proposed changes in the zoning map shall consider consistency with the goals, objectives policies and adopted maps of the Plan. The proposed changes will implement new policies for the Eastside Activity Center as well as adopt zoning districts that implement land use changes previously adopted by the Board.

9 Comprehensive Plan Consistency The proposed zoning districts are also consistent with FLUE Policy 7.1.2 (b) in that public facilities are available to serve proposed development in the area.

10 Comprehensive Plan Consistency Policy 1.3.2 of the Economic Element encourages the development and expansion of business in appropriate locations the make efficient use of existing public services and infrastructure. The Eastside Activity has existing infrastructure in place to support increased development including roads. All schools serving the Eastside AC have available capacity, including Eastside High School, which is located within the Activity Center itself.

11 Staff Recommendation Staff finds that the proposed zoning amendments within the East Side Activity Center are consistent with the Alachua County Comprehensive Plan and recommends that the Board approve recommended amendments to the Unified Land Development Code and direct staff to proceed with the second and final adoption hearing.
