1 CP-TXT-07-01 Water Supply Facilities Work Plan Amendment

2 Background St. Johns River Water Management District (SJRWMD) indicates that traditional water supplies (groundwater) will not be sufficient to meet future water demands Florida Statutes requires the City to adopt a Water Supply Facilities Work Plan, which outlines a plan to meet future water demands The City is applying for a Consumptive Use Permit (CUP) modification with SJRWMD The City is participating in a regional effort (Coquina Coast Cooperators) to develop alternative water supplies (either sea or land based desalination)

3 History June 20: Planning and Land Development Regulation Board (PLDRB) recommended approval July 17: City Council approved on 1st reading and directed staff to transmit to the Department of Community Affairs (DCA) for review Sept. 21: DCA issued an Objections, Recommendations, and Comments (ORC) Report Dec. 4: City Council continued to December 18 Dec. 11: City Council Workshop

4 Coordination with Agencies
City staff, in coordination with the City Attorney, have been working with DCA, SJRWMD, and the Florida Department of Environment Protection (FDEP) to address the ORC Report and other comments. All comments have been addressed.

5 Objection #1 Revise policies to better address protection of wellhead and aquifer recharge areas. Policy , , and were revised to address this objection. - Defines restricted/prohibited land uses - Defines wellhead protection zones - Requires use of Best Managements Practices - Requires 25% open space in recharge areas with rates 8” or above

8 Objection #2 (related to Comment #1 as well)
Revise policies to address when the City requires connection to potable and reuse water systems. Policy and were revised to address this objection. - All new development (subject to site plan/ subdivision approval) must connect if available within one (1) mile - Other residential development must connect if available within 150 feet - If not available, must connect within one (1) year

9 Objection #3 Revise Exhibit 5.1 – Water Supply Facilities Work Plan and the data and analysis so that the projections are consistent with those used to support the City’s CUP modification and the regional cooperative effort. Exhibit 5.1 and the data and analysis were revised to address this objection. - Utility staff revised the projections in cooperation with SJRWMD - Projections are now consistent throughout the documents and with those used to support the CUP modification - Table summarizing projections included in Exhibit 5.1

11 Objection #4 Revise the short-term table in Exhibit 5.1 – Water Supply Facilities Work Plan so that the projects listed are consistent with the adopted 5-Year Schedule of Capital Improvements and include the estimated total cost and year of operation. Exhibit 5.1 has been revised to address this objection. - Projects listed are consistent with 5-Year Schedule of Capital Improvements - Estimated total cost and year of operation are included

12 Objection #5 Add policies to address how the City will coordinate with other local governments and entities to which it supplies potable water service. Policy has been added to address this objection. - Coordinate water demand projections - Implement and develop, if necessary, additional interlocal agreements - Share technical data and analysis - Investigate regional water supply solutions
