3 SEM10-04 Initiation of a Work Item The description of a task defined in terms of the: title intended deliverable type technical scope, including field of application schedule of tasks for its production identities of the supporting members identity of the rapporteur environmental aspects specific User issues security aspects if a hierarchical work programme approach has been adopted, the position of the work item in the hierarchical tree 3 - TWP 1.6.1

4 SEM10-04 Hierarchical work programme? Technical Bodies may decide to organize/present all or part of their work programme in a hierarchical manner e.g. release, technical area, project, stage", etc… If this approach is adopted for a particular domain of interest, then every new work item related to this structure shall be allocated a position in the hierarchical tree 4 - TWP 1.6.1

5 SEM10-04 ETSI Work Item Only one Technical Body may be responsible for a Work Item although other TBs may be involved in drafting and approval Work Item must be supported by at least four ETSI members separate Work Item for each deliverable Work Item need not result in an ETSI deliverable Technical Body may request creation of a Specialist Task Force if the need is urgent see 5 - TWP to and Annex K

6 SEM10-04 Adoption of a Work Item Technical Body completes Work Item form blank form downloadable from each TB's home page on the ETSI Portal ETSI Secretariat enters Work Item on ETSI Work Programme (EWP), flagged New Flagged New to the end of the month following the month the WI was entered onto the Work Programme ETSI Secretariat makes EWP available to ETSI members Work Item is considered adopted unless a substantial objection is received from an ETSI member (Similar arrangements for 3GPP Work Items) 6 - TWP 1.6.3

7 SEM10-04 Progress of a Work Item Technical Body (TB) may start drafting as soon as Work Item scope and schedule have been determined Rapporteur shall ensure that any documented user requirements are taken into account TB may not approve final text until the Work Item has been adopted this rule may be waived for urgent revision of an approved deliverable TB shall organize its work to meet the Work Item schedules including making arrangements to handle comments from approval procedures TB shall ensure that the EWP is regularly updated 7 - TWP 1.6.4

8 SEM10-04 Work Item milestones Decision milestones (reflect a decision by the responsible group) Technical Body Adoption of Work Item Working Group Approval Technical Body Approval Maturity milestones (determined by the Rapporteur) Early Draft: the draft is still in an early stage and will change significantly before finalization Stable Draft: the draft is still subject to technical changes, but nothing major Draft for approval: the draft fulfils the original scope and no technical changes are foreseen before the next approval phase 8 - TWP

9 SEM10-04 Change Control Technical Bodies may decide to use a Change Control mechanism to follow changes to a draft ETSI deliverable prepared under a particular work item A Change Request (CR) is then used to propose a change to the draft Detailed description in Annex L of the TWP CR template is in Annex M of the TWP 9 - TWP

10 SEM10-04 Stopping a Work Item If the TB concludes that the work should be stopped before publication: or if there is no progress for one year… ETSI Secretariat will flag Work Item as Stopped to the end of the month following the month the WI was initially flagged ETSI Secretariat makes EWP available to ETSI members Work Item is considered stopped unless a substantial objection is received from an ETSI member (Similar arrangements for 3GPP) 10 SEM TWP 1.6.5

11 SEM Standstill Applies to individual Work Item leading to an EN (telecommunications series), accepted by the GA, with a precise scope and target date Obligation accepted by NSOs and ETSI Members not to undertake any national standardization work which could prejudice the preparation of an EN and, for NSOs, not to publish a new or revised standard that is not completely in line with an existing EN - ETSI Rules of Procedure 13.3

12 SEM Standstill Starts 60 days after the adoption of the Work Item, or at the start of work on the Work Item, whichever is the later date (TWP Clause 1.6.7) Decision to impose and release standstill, and the associated dates, rests with the General Assembly Standstill continues until withdrawal of the EN, or by a decision of the GA - ETSI Rules of Procedure 13.3

13 SEM Standstill Is not infringed by: publication by an NSO, within 3 months of start of standstill, of a national standard which that NSO has already adopted publication by an NSO of a national standard which adopts, without change, a published ITU Recommendation, or a standard prepared by ISO and/or IEC where there is no EN already in existence - ETSI Rules of Procedure 13.3

14 SEM10-04 New Work Item - 10 key questions 1.Is the work appropriate for ETSI to perform? 2.Is this subject ready for standardization? 3.Is there sufficient Member support to perform this work (quantitative and qualitative)? 4.Is this the correct TC/Project to perform the work? 5.Is the Rapporteur clearly identified with sufficient commitment and resources? 6.Has the deliverable type been identified and is it appropriate? 7.Is the title and scope of the work item clear and appropriate? 8.Have all the target dates (up to TC/Project approval) been provided and are they realistic? 9.Will the work be done voluntarily? 10.If a Specialist Task Force has been proposed will the work still be completed if the STF is not funded? 14
