3 11/19/2002NAOWG NANC Report3 Report and Recommendation PAS Forecasting Requirements Investigated and analyzed PAS requirements Determined whether requirements or guidelines intended to require PAS to create an environment where block applicants would be: –Denied resources if the quantity of blocks requested in a particular month exceeded the quantity of blocks forecasted and, –Required to submit a replacement forecasted before applying for additional blocks. Concluded that the PAS design conflicts with stated requirements. Recommendation: That PAS be modified to allow applicants to be assigned thousands blocks if there is a sufficient supply of blocks in the pool.
