Implementation Update As a result of changes initiated by the release of OMB Bulletin 03-04, Supplemental Implementation Meetings (SIMs) were held from March 2, 2004 through April 1, 2004 There were: a total of 14 SIMs a total of 122 NPAs were affected 38 States were involved 6,680 rate centers in the new top 100 MSAs compared with 5,528 in the old definitions All changes will be implemented as of September 30, 2004 and can be found in the Rate Center File Changes on the website
Change Orders Status of Change Orders: New No. 27 Extending Forecast Report from 12 to 18 months No. 28 INC Issue 413. Removal of Switch Information from Block Donation Form No. 29 INC Issue 426 Auto populate Part 3 remarks with information from comments on donation form
Change Orders, contd Approved May 3, 2004: No. 26 filed February 9, 2004 Re: the NOWG recommendation that the PA obtain a single NPAC report to facilitate the identification of contaminated blocks, as well as their respective contamination levels. Rejected April 6, 2004: No. 28 - Re: (INC Issue #413 – Removal of Switch Information on Block Donation Form) Outstanding: No. 24 – held in abeyance pending Change Order #26 No. 25 - Re: a request from a carrier to have the PAS generate a Part 4 report

Other PA Activity Met with NOWG April 13-14 in Concord, CA regarding PA performance evaluation for 2003. Submitted responses to NOWG questions and 2003 Highlights document on May 13. Responded to two industry complaints that were sent to the FCC: –Received March 3 via email regarding alleged missed deadline for block assignment. Responded March 17. –Received April 13, a letter about a reclamation issue dated April 6. Responded April 20. Participated in proceedings in New Hampshire regarding IANXX procedures as they relate to pooling. Provided report of Non-Participating Carriers to FCC on May 12. All affected state commissions received notification of their specific information by May 14.
