Public Housing’s Mission Statement To ensure safe, decent, and affordable housing; create opportunities for residents’ self-sufficiency and economic independence; and assure fiscal integrity by all program participants.

In order to achieve this mission, we will strive to: Recognize the residents of as our ultimate customer; Improve PHA management and service delivery efforts through oversight, assistance, and selective intervention by highly skilled, diagnostic, and results-oriented field personnel; Seek problem-solving partnerships with PHAs, residents, communities, and government leadership.

In order to achieve this mission, we will strive to Cont’d Act as an agent for change when performance is unacceptable and we judge that local leadership is not acceptable or committed to improvement; Efficiently apply limited HUD resources by using assessment techniques to focus our oversight efforts.

Recover and Sustain Public Housing Authorities We will continue using the Public Housing Authority Recovery and Sustainability (PHARS) process for both PHAS and SEMAP Troubled PHAs. New procedures are now in place for us to use the PHARS process with all Substandard PHAS and SEMAP PHAs. We will also use the PHARS process on Near Troubled PHAs.

Know PHA Financial Position This is a new goal! We will be asking for and reviewing your financials. This information will be used to determine the liquidity of your PHA. Since this is a new goal, we are not sure of the frequency of this requirement. At this time we are suggesting that you have this information available on a monthly basis.
