3 UNCLASSIFIED 3 CTF Transition Conditions Sonora and Kuhistan are in compliance with the Peace Agreement. Parties are in compliance with the Zone of Separation (ZOS) and Temporary Security Zone (TSZ) established by the Peace Agreement. CTF has significantly reduced dissidents threats in the AO that would prevent UN transition. CTF has facilitated immediate humanitarian requirements in KUH. CTF has not been assigned with additional missions outside the Operating Area. Tierra del Oro, Arcadia, Mojave and IDS remain neutral to current situation between Sonora and Kuhistan. Have met UN preconditions for transition.

4 UNCLASSIFIED 4 UN Transition requirements on CTF CTF Pacific has successfully executed its mandate per UNSCR 1569: Separate Kuhistan and Sonora forces Ensure withdrawal of Sonora forces from Kuhistan Prevent further attacks on Sonora Maintain integrity of Kuhistan-Sonora border Help establish peace and security Provide support to civilian led humanitarian relief effort Develop transition plan to UN Force

5 UNCLASSIFIED 5 Transition CONOPS Statement Synchronise, and where required, deconflict Logistic and Service Support with the UN, whilst maintaining the appropriate level of sustainment to the CJTF. This will be accomplished by close co-ordination with the UN. Demonstrate current Troops to Task so as to facilitate UN determination of their mission requirements. Synchronise CTF HA efforts with UN Plan and advise the UN of current HA initiatives to achieve continuity of effort. Utilize Information Operations to apprise stakeholders of impending transfer to UNPK and demonstrate legal mandate. UN ROE consistent with the CTF ROE to allow a smooth hand over of tasks. UNPKF mandate subsumes the CTF mandate. End state is a successful handover to UNPKF and CTF redeployment completed.

11 UNCLASSIFIED 11 Phase IV Stage 1 – Pre-Transition Phase begins with the initial arrival of UN HA resources into the AO. Purpose is to commence liaison activities to facilitate seamless transition to PK/UN HA forces. Main Effort: Liaison. Phase ends with the completion of the HA, IDP & Refugee needs assessment. CTF: CMOC Components: UNPKF UNHRC UNHCR Traffic (Land/Air/Sea) control Check Points Established Environment secured for HA groups IHC have freedom of movement in the AO Host nation assumed responsibility for IDP camp security In coming UNPKF liaison between IHC, CMOC & local authorities established UNPKF completed their HA needs assessment UN completed their needs assessment

Main Effort is to operationalise UN HOC. Phase ends when UN HOC assume full responsibility for HA activities. CTF: CMOC Components: UN HOC UNPKF Promulgation of the UNMEP HA Transition Plan Operationalize UN Humanitarian Operation Center (HOC) including UNHCR & UNHRC capabilities UNPKF/IHC shadow CTF HA Organization Commences Integration of PKF HQ staff into CTF battle rhythm Assess UN HA supply-chain system Assess UN MOVCON system in the AO Provide assist/support to host nation repatriation & rehabilitation efforts (IDP/Refugees)

Main Effort is drawdown and movement of personnel. Phase ends when all CTF personnel, equipment and resources repatriated. CTF Task Components : Promulgation of the CTF HA re-deployment order UNMEP assumes responsibility for supporting:  HA efforts  IDP/Refugees repatriation & rehabilitation efforts  Human Rights Commission CMOC ceases Ops Commence re-deployment of CTF assets assigned to HA activities

14 UNCLASSIFIED 14 Phase IV Stage 4 – Post Transition Phase begins with CTF mission closure. Purpose is transfer of responsibility to UNMEP. Main Effort demobilization. Phase ends when forces are chopped to parent nation. CTF Task redeployment CTF mission closure OPCOM or OPCON of departing forces transferred to parent nation. Forces, equipment, resources that have been identified for transfer/donated to UNMEP completed. Finalize post mission reporting requirements

16 UNCLASSIFIED 16 Phase begins with entry of liason elements of the UN, Purpose is to continue maintenance of infrastructure set up in south Kuhistan and Sonara. Main Effort is in security and immediate repairs. Phase ends on establishing liaison with UN elements. CTF Task Infrastructure Protection to existing infrastructure from sabotage, - Transportation- Road, rail, APOD, SPOD -Utilities-Power stations, Water supply, Sewer and Drainage -IDP, Refugee Camps -Oil fields and Refineries -C2 facilities and C4 installations Continued maintenance to key installations, communication and transportation networks Provide status of CTF Infrastructure Plan Security to personnel manning key installations, replacement for missing operators (local/CTF) Establish liaison with UN agencies (Governance Section with Nation Building) Phase IV Stage 1 – Pre-Transition

18 UNCLASSIFIED 18 Phase begins with lead elements of UN in place. Purpose is induction of UN elements into KUH and SON. Main Effort is in coordination with UN Liaison personnel. Phase ends when full compliments of UN are in place and reployment of CTF personnel. CTF Task Infrastructure and Area Management: AntiTerrorism/Force Protection continues on infrastructure and key installations UN Liaison assumes lead in working with Local Government and leaders Training of local operators continues Coordinate with CTF on redeployment of their personnel Continue repairs of infrastructure and key facilities/ installations Phase IV Stage 3 – Transition (UN In Charge)

21 UNCLASSIFIED 21 Phase IV Stage 1 & 2 Purpose is to equip the UN PKF IO with essential knowledge required for Info Ops planning in the AO. The main effort will be in providing them with detailed PsyOps execution requirements to facilitate their operations. This will level up the UN PKF for independent operation in the AO. Component : CTF IO UN PKF IO Conditions (to be achieved before UN PKF assumes command) UN PKF IO to shadow the CTF IO. PsyOps Coy Target audience analysis (socio-political-military demographics of the AO so as to be able to engage them effectively) Overall Information Operations Objective (to be aligned with UN HQ’s Strategic Intent) To maintain support of the Intl audience, MNF supporting nations and to reassure KUH and SON govts & local populace that the UN PKF will maintain the security and stability of the environment while continuing the reconstruction efforts and facilitating support to the IHC for HA efforts. In addition the UN PKF will continue efforts to deter potential insurgent activities. Stage 1& 2 Information Operations Objectives To assure KUH & SON govts and populace that the CTF has stabilised and secured the AO. To inform them that the long term reconstruction & sustenance efforts require the expertise of the UN PKF. To reassure them of the professional ability of the UN PKF in maintaining the security and stability of the region. To deter potential insurgents; highlighting that the UN PKF has the mandate to enforce and maintain security, and will do so should the need arise. To gain the support of the local populace for UN PKF and influence them to provide essential information on terrorist factions, to ensure their own security and stability Pre-Transition to UN PKF Assuming Command

22 UNCLASSIFIED 22 Phase IV Stages 3 & 4 Purpose is to facilitate a seamless transition to UN PKF IO operation. The main effort will be in UN PKF developing their IO objectives with the experience and advice of the CTF IO. Component : CTF IO UN PKF IO Conditions CTF IO to support the UN PKF in the capacity of an advisor to enable a seamless transition to take place. Majority of CTF planning and executive elements will be redeployed less advisors to UN PKF. Overall Information Operations Objective (to be aligned with UN HQ’s Strategic Intent) To maintain support of the Intl audience, MNF supporting nations and to reassure KUH and SON govts & local populace that the UN PKF will maintain the security and stability of the environment while continuing the reconstruction efforts and facilitating support to the IHC for HA efforts. In addition the UN PKF will continue efforts to deter potential insurgent activities. Main Effort is redeployment of CTF forces out of AO. Phase ends when all CTF has reverted to National Command. CTF Task  Redeployment Components:  All CTF Recovery of CTF. Units revert to National Command
