3. Modernizing Russia Peter the Great felt that the only way to truly modernize Russia was to improve through education. Prior to Peter I, Russian were not allowed to study science in a foreign country. Peter encouraged and sometimes demanded that citizens leave in order that Russia improve. Part of the improvement was building a seaport allowing easier travel to Russia from the West. Moscow was too far inland for many foreigners to visit or experience, but St. Petersburg was on the water.
