2 eCall for CDMA

3 What is eCall? 3gpp standardized eCall in TS 26.267 and TS 26.268 back in 2009 In a car accident, an emergency circuit switch voice call is automatically established by eCall device. Voice call can also be triggered manually by user. Transmission of vehicle and/or personal data (MSD or Minimum Set of Data) at the beginning of a voice call allow PSAP operator dispatch emergency personnel more quickly and thus save lives Transmission of MSD over voice channel must be fast and reliable Data and SMS might be an alternative, but most PSAP support voice only. Data and SMS might present a longer delay.

5 High Level Procedure In a car accident, an emergency call is initiated by user or automatically by IVS device Emergency call is routed to the appropriate PSAP PSAP operator request the MSD via the PSAP modem IVS modem transmit the MSD to PSAP PSAP modem decodes the MSD and display the data to the PSAP operator

6 Minimum Set of Data Example of MSD: Registered vehicle ID Registered owner name Owner medical record Geo Location of the vehicle Direction of travel Triggering mode (manual or automatic) Other information to enable ER team to respond quickly

7 Suggested High Level Requirements IVS and PSAP modem should not affect the current 3gpp2 specifications MSD should be short enough. In Europe, this is restricted to 140 bytes of data MSD transmission should be reliable. Need some kind of ARQ. PSAP operator should be able to retrieve MSD in a very short time. In Europe, this is 4 seconds It shall be possible for the PSAP to send a confirmation to the IVS that the MSD has been acted upon It shall be possible for the PSAP to request the IVS to re-send its most recent MSD
