Abstract: This contribution discusses several issues of CDMA ES. Recommendation: For discussion China Telecom grant a free, irrevocable license to 3GPP2 and its Organizational Partners to incorporate text or other copyrightable material contained in the contribution and any modifications thereof in the creation of 3GPP2 publications; to copyright and sell in Organizational Partner's name any Organizational Partner's standards publication even though it may include all or portions of this contribution; and at the Organizational Partner's sole discretion to permit others to reproduce in whole or in part such contribution or the resulting Organizational Partner's standards publication. 2 LTE ANR Review-Automatic Neighbor Relation
The ANR function resides in the eNB and manages the conceptual Neighbour Relation Table (NRT) The ANR function also allows O&M to manage the NRT. O&M can add and delete NRs. The O&M system is informed about changes in the NRT. If a configuration of an eNB is updated, its neighbour will be informed via X2 interface. Page 2

3 LTE- ANR Updated The ANR (Automatic Neighbour Relation) function relies on cells broadcasting their identity on global level, E-UTRAN Cell Global Identifier (ECGI). Page 3

4 CDMA Neighbor Relation
MS makes periodic measurement of the neighbors based on the neighbor list broadcasted by the network. The searcher checks pilots in nested loops. Actives and candidates occupy the fastest spinning wheel. Neighbors are next, advancing one pilot for each Act+Cand revolution. Remaining is slowest, advancing one pilot each time the Neighbors revolve. If a neighbor is not included in the neighbor list, It will take a long time to find it. MS only reports the PN to the network, if PN conflicts, the network can not determine the neighbor cell uniquely. Page 4

5 NR Discrepancy between CDMA and LTE
CDMA(e.g. HRPD) Measurement object E-UTRA carrier frequency. NR configuration doesn’t impact the search procedure. Carrier frequency and PN. NR configuration impacts the search procedure. HO impact HO can be executed with ANR support even if the target cell is not configured as a neighbor. HO can not be executed if the target cell is not configured as a neighbor. The NR issues in two systems are different and irrelevant. Page 5

6 NR Update for ES After ES Coverage Compensation, the neighbor RANs should know the new NR with the compensation Cell. The power-off cell/sector/carriers are removed from both system broadcast parameter list and neighbor cells/sectors parameter list. The Compensation cell/sector/carriers are added into system broadcast neighbor cell/sector parameter list and neighbor cells/sectors parameter list. After ES Coverage Compensation withdraw, the neighbor RANs should restore the NR. The Compensation cell/sector/carriers are removed from system broadcast neighbor cell/sector parameter list and neighbor cells/sectors parameter list. The restored cell/sector/carriers are added into both system broadcast parameter list and neighbor cells/sectors parameter list. Page 6

C3 confirms to perform coverage expansion for C2 coverage area. C2 notifies the neighbor cells (C1,C4) that C2 is off and its coverage is compensated by C3.
