ABSTRACT: Required changes for supporting eHRPD to LTE CSG re-selection. This is a stage 2 proposal for C.S0087-A. TITLE: Support Mobile Idle Handoff from eHRPD to LTE CSG Cells TSG-C RECOMMENDATION: Discuss and adopt. 2 C2 – Company Confidential 2 | LTE/HRPD Interworking | June, 2008 Background and Motivations Closed Subscriber Group (CSG) cells have been supported in LTE Rel8/9 The operators are interested in the deployment flexibility: LTE CSG cells could be deployed under CDMA only macro coverage  The same LTE carrier could be used for macro cells at certain area and used for CSG cells in other area Current CDMA IWK standard does not have any support for the mobiles switching from CDMA to LTE CSG cells  CDMA/LTE IWK only support idle hand off from CDMA to EUTRAN –Active ATs attached with CDMA can not be redirected to LTE CSG cells  If the LTE CSG cells are deployed in the CDMA only macro coverage, without additional requirement mobile power consumption would be a concern –All the CSG associated dual mode ATs have to tune away and perform blind search globally –Most of the ATs may acquire the CSGs not open to it. The search, acquisition and decoding efforts are repeated and wasted

3 C2 – Company Confidential 3 | LTE/HRPD Interworking | June, 2008 Background and Motivations Existing LTE requirements supporting CSG in TS36.304  Support for the manual CSG ID selection –In the UE on request of NAS, the AS shall scan all RF channels in the E- UTRA bands according to its capabilities to find available CSG IDs. On each carrier, the UE shall at least search for the strongest cell, read its system information and report available CSG ID(s) together with their “HNB name” (if broadcast) and PLMN(s) to the NAS. The search for available CSG IDs may be stopped on request of the NAS.  Requirements on searching the CSG cells –In addition to normal cell reselection, the UE shall use an autonomous search function to detect allowed CSG cells on non-serving frequencies, including inter-RAT frequencies, when at least one CSG ID is included in the UE’s CSG whitelist. … The UE shall disable the autonomous search function for CSG cells if the UE’s CSG whitelist is empty.  There is csg-PhysCellIdRange optionally broadcast at LTE  The basic expectation is the mobiles building the radio fingerprint during the initial power up training with its CSG cell –The radio fingerprint should include the carrier information of the CSG, the white list, as well as the carrier associated parameters. Certain information maybe provisioned to the UE by the operators.

4 C2 – Company Confidential 4 | LTE/HRPD Interworking | June, 2008 Suggested Remedy Follow the mobile based fingerprint approach similar to what is in existing LTE  At LTE side the AT will search its CSG cell based on the fingerprint information it stored  Including the CSG carrier information, associated reselection parameters and CSG id  In the radio fingerprint training phase, the CDMA side fingerprint should also be built up  The white list of the macro cells overlaid with the AT’s CSGs should be developed  Note: lat/long would be the better candidate for the white list of CDMA macros since the sector IDs could be changed by system occasionally  The CSG AT will only start searching for its LTE CSG cell when the AT moves into the macro cell overlaid with the CSG cell (the cell in the white list) Another option is broadcast the csg-PhysCellIdRange at CDMA side  If the CSG cell ID in the AT’s LTE white list is within the csg-PhysCellIdRange, the AT should start to search, otherwise do not search  With this option, the CDMA-macro white list will not be needed at the expense of additional radio overhead and network operation complexity  CSG carrier information and reselection/measurement parameters are assumed already being configured to the AT via CSG power-up-training or provision. They may not needed to be broadcast at CDMA side
