5 ELECTORAL COLLEGE How does one figure out how many electoral votes each state has? - Add the number of Representatives to the number of Senators. Why did the framers of the Constitution decide to create an electoral college? - So people would not elect the President directly. Do voters in the United States vote directly for the president? - No What is the minimum number of electoral votes a state can have? - Three (at lease 1 representative + 2 senators)

Virginia PLAN -3 branches of gov. - Separation of Power, - Check and Balances keeps the branch from becoming too powerful. 5. President chosen by electoral college ( Electors chosen by each state would elect the president. Everyday citizens in each state would have a say this way, but the final decision would be made by people who were better informed about the candidates and the issues).

9 WEAKNESSPROBLEM 1. Congress had NO power to collect taxes -The gov. was always short on $$$ and unable to pay its debts 2. Congress had no power to regulate foreign trade -It was difficult to conduct trade 3. There was no national court system-There was no way to settle the arguments among the states 4. Needed 9 out of 13 states to pass the law -Tough for everyone to agree 5. Each state had 1 vote-Not fair to big states 6. Congress had no power to control the states -States start to argue with each other 7. No president or executive-There was no effective way to coordinate the work of government 8. 13 states needed to approve the amendments to the Articles -No practical way to change the powers of government
