2 The Monroe Doctrine originally prevented Europeans from establishing new colonies in the Western Hemisphere. T.R. decided to add the “Roosevelt Corollary ”. This extended the Monroe Doctrine to the Caribbean as well. President Roosevelt barred European countries from using force to collect debts owed to them by the Dominican Republic. The U.S. would collect the debt for them, acting as an “International Police Power”. 3 Encouraged bakers to invest in the Caribbean region His use of American investment to promote U.S. foreign policy became known as “Dollar Diplomacy” If a Latin American country could not pay its loan in time, the U.S. sent troops to make sure the money was repaid. Example: U.S. bankers loaned $ to Nicaragua. The Nicaraguan gov’t had trouble making the loan payments. U.S. bankers sought to control Nicaragua’s railroads, custom duties, and national banks. 4 Wanted to distinguish his Presidency from the “Bullying” tactics of the previous Progressive Era Presidents… but events soon had him break his anti-bully promise Had to send troops to Caribbean and Central American Countries to protect American interests. Expanded Colonial Empire: Purchased the Virgin Islands in 1917 Mexico was involved in a violent revolution with WW took office. He flat refused to acknowledge the new government Adopted a policy of “ Watchful Waiting ”. Troops of rebel leader Pancho Villa murdered Americans in New Mexico then went back across the border. Wilson reacted by sending the American Expeditionary Force (AEF) led by General John J. Pershing to apprehend him. Pancho Villa eluded capture and Wilson had the AEF withdrawal from Mexico in 1917 when America entered WWI PRESIDENT WOODROW WILSON
