This extended the Monroe Doctrine to the Caribbean as well. President Roosevelt barred European countries from using force to collect debts owed to them by the Dominican Republic. The U.S. would collect the debt for them, acting as an “International Police Power”. Wilson reacted by sending the American Expeditionary Force (AEF) led by General John J. Pershing to apprehend him.
