4 4 Federal Aviation Administration 4 NextGen Challenge  The Current System is Not Performing Adequately  Delays up 20% since 2006  Demand increasing – possibly 2-3 times by 2025  Simulation shows en route saturation by 2015 timeframe  The Current System is Not Scalable  Impractical to add more sectors and controllers  Single voice channel radio limits capacity  The NextGen Plan Offers a Transformational Approach to Resolving Current Inadequacies  Identifies foundational programs achieving mid-term (2015) capabilities  Identifies research and development requirements  Requires commitment to stable funding to encourage industry investment in enabling equipment  Cost of not moving to NextGen  >$40 billion by year 2020, and >$100 billion by 2030

7 7 Federal Aviation Administration 7 The Cost Of NextGen  JPDO has reviewed several initial outside estimates:  FAA’s Research, Engineering and Development Advisory Committee (REDAC)  MITRE Avionics Estimate  FAA’s Air Traffic Organization (ATO)  The First Five Years - $4.6 billion:  $4.3 billion in ATO capital appropriation  $300 million in research, engineering, and development  Longer-Term Cost Estimates:  Next 10 years: $8-10 billion  End-state or through 2025: $15-22 billion  Avionics costs = $14-20 billion

10 10 Federal Aviation Administration 10 NextGen Concept of Operations  Will provide an overall, integrated view of NextGen operations in the 2025 timeframe, including key transformations from today’s operations  Provides all stakeholders with an iterative version of the NextGen Vision in order to gain further consensus for incremental improvement.  Helps identify key research and policy issues that need resolution to achieve national goals for air transportation.  Go to www.jpdo.gov

12 12 Federal Aviation Administration 12 NextGen Institute: Mechanism for Industry Involvement with JPDO  Provides a mechanism for private sector to actively engage with government in defining, developing, and implementing the NextGen System  Executive Director + 3 Staff  16-member Institute Management Council (IMC)  Leadership and participation in 9 JPDO Working Groups  Each has a government and an industry co-chair  250 + private sector Working Group participants
