A sentence with both clauses in the Simple Past has a VERY DIFFERENT meaning from a sentence with one clause in the Simple Past and one in the Past Progressive 1.When she saw the storm clouds, she drove home. When Bill was seeing it he went to call the police. They were arriving immediately and arrested the woman and the pickpocket. They both was criminals!
