4. PARTNER’S ISSUES IN THE PROJECT The understudied area (Moyudan District) had to realize its regencial vision i.e increasing the people’s welfare started in 2010. But in facts the unemployment rate was still relatively high and need immediate solution. There were 6.109 unemployed men and 5.293 women, mostly of them eager to work abroads with their limited bargaining positions.
