ESSP articulates that Quality has been declining, due in a large part to low calibre teaching staff and therefore, the government is designing intensive teacher training programs.

Major focus is on measuring impact in all projects
Improving skills of primary school teachers in using LCM and developing teaching aids at pre-service and in-service levels; building effective leadership skills of head teachers
What impact do we aim to make?
Improve the delivery of quality services for children in basic education and people living with disabilities
focusing on inclusive, learner-centred mainstream education and models of good practice in SNE
Our activities in SNE include:
Models of good practice in education of Deaf children and children with intellectual disability, including the promotion of a digital teaching aid and accompanying curriculum, dialogues and games for teaching sign language.
Key activity is also the production of the next RSL dictionary working with NCPD and RNUD.

What impact do we aim to make?
Through the ALOA project, DFID, VSO and its partners are aiming to:
Measure how the work that volunteers do through training teachers on learner centred methods and school leadership have impact on children’s learning.
Basically, we aim to answer the following questions:
Does better school leadership and ‘child centered’ teaching lead to better learning outcomes for children?

9. Literacy, Language and Learning – L3
A five year program financed by the USAID and implemented by the Education Development Center(EDC), with technical assistance from VSO Volunteers, Concern Worldwide (CW) and International Educational Exchange (IEE). Working with the URCE and 13 affiliated TTCs to ensure that Student teachers leave Teacher Training Colleges with skills in using LCM in Primary school level with the ultimate goal of: Strengthening teaching and learning so that children leave primary school with solid literacy/numeracy skills in P1 to P4.

Activities in disability rights include:
Technical and financial support to 23 civil society organizations, schools and centres and central and local government (central government support through NCPD)
TAs have skills in organisational development (including project management and fundraising), advocacy,, and specialist skills inclusion Sign Language, social work, occupational therapy and working with Blind people.

13. Livelihoods & Youth Development
Programme:
Support market-relevant skills development of youth including people with disability and women particularly on TVETs.
Promote sustainable and attractive agriculture for young people including people with disability and women
Advocacy: Youth Policy development with MoY-ICT (under review) and National Volunteering Policy
Promote and build capacity of national volunteers
Reach: 15,000 young people, women and others

14. Social Inclusion & Governance
Programme:
Democratic participation of PWDs in development planning and monitoring at national and local level.
Promoting and capacity building of organisations and networks of people with disabilities (PWDs) to facilitate PWDs’ access to state entitlements and services
Economic empowerment of cooperatives with PWDs and women members
Advocacy: Disability as a cross-cutting issue under EDPRS II, implementation of NCPD Strategic Plan, Rwanda Sign Language
Reach: 13,000 - primarily people with disability
We work at national and local government level to try to ensure PWDs are included in the development process, including through the Sector Working Groups and with the NCPD at national level, and at local level through the District Disability Officers and NCPD local officials.
We work in partnership with local organisatons to build their capacity to be active and legitimate representative bodies also able to offer specialist services to their members and constituents
We are increasingly working to strengthen local cooperatives that include PWD and women.
