Marilena Beltramini

KEY QUESTIONS Language learning  must be a lifelong process  should be offered more widely in vocational and adult education.  a broader range of languages should be available to accommodate individual interests  more frequent use of the media and new technologies would offer additional learning opportunities outside formal education.  implementing an overall strategy for schools and teacher education  removing barriers to teacher mobility and exchanges, to enhance both their language fluency and their careers. Marilena Beltramini

REFLECTION Cross-border mobility of foreign language teachers for the purpose of studying differs greatly across Europe Promoting foreign language teachers’ mobility for training and beyond

MOBILITY  language knowledge: an enormous obstacle to mobility for the purposes of education and training  the need for everyone to acquire excellent language skills from a very early age, covering not only the official languages of the EU but also regional and minority languages, as this will enable people to be more mobile  to encourage mobility for language learning in order to achieve the objective that all citizens of the European Union should know at least two languages besides their mother tongue;  vital to promote mobility through  exchanges of teachers, students and pupils, and especially in the language field, in order to promote an active citizenship and European values as well as language skills and other valuable skills and competences;

EUROPEAN PARLIAMENT RESOLUTION Education, Training and Europe 2020 (September 2012) The development of innovative solutions in the field of education and training that easily could be adapted with regard to languages and in technical terms, and that would create mobility in sectors less affected by the phenomenon of multilingualisminnovative solutions

INVITED REFLECTION Mobility increases the flow and sharing of knowledge between institutions, helping them to break out of national or local patterns ("brain circulation"), opening them up to European and potentially global influences. It causes people to question established ways of seeing and doing; it is an important trigger of change, modernisation and higher quality in all walks of life. Promoting networking and exchange between institutions is an important part of Europe’s policy effort to promote the “fifth freedom” of knowledge (see the Conclusions of the European Council of 14 March 2008). Mobility of knowledge workers, academics and students, between educational and research establishments, is a key part of brain circulation.fifth freedom Making learning mobility an opportunity for all Report Of The High Level Expert Forum On Mobility Marilena Beltramini
