4 ICT PSP Infoday Luxembourg Call 2011 – 2.4 eLearning eContentplus results Annual spending of 8-12 million in the area Educational Content 47 million were / are invested in 20 educational projects eLearning projects are successful –Significant increase in quality and use of educational content –More intensive networking among stakeholders including Ministries of Education. But…

5 ICT PSP Infoday Luxembourg Call 2011 – 2.4 eLearning eContentplus results There is need for further work: –We need to support the use of educational resources in different educational contexts –In fact, there is a gap: learning resources are available but they are not used by teachers and learners on a wide scale.

6 ICT PSP Infoday Luxembourg Call 2011 – 2.4 eLearning Theme 2 Objective 2.4 - eLearning –Europe 2020: Building knowledge is key for economic growth –Digital Agenda for Europe: Mainstream eLearning for modernisation of education and training –eContentplus/TEL programme: Plenty of eLearning resources, eLearning technologies and standards available.

Images, textbooks, eLearning packages, AV (…) Not just anything, but quality educational content: –What is the educational purpose of the object? –Is there a specific learning objective associated with it? –Is this learning objective documented? –aligned with a specific learning culture? –In what subject in school can it be used to teach what? –age group? specific learning need? –Metadata available (LOM?)

Allows for better quality in Learning and teaching makes learning more interesting supports new forms of learning Can drive modernisation of education and training (digital literacy) Personalised learning –check previous mistakes, re-iterate –adapt the learning path

9 ICT PSP Infoday Luxembourg Call 2011 – 2.4 eLearning eLearning - Current barriers Global, federated eLearning repositories exist but finding the right resources (learning outcome, age) is still difficult for non-expert users Teachers, pupils and parents with specific learning needs need help Pedagogical innovation is slow Implementation is difficult and costly

11 ICT PSP Infoday Luxembourg Call 2011 – 2.4 eLearning 2.4 – What is our aim (2) Aim: set up and roll out a socially-powered, multilingual portal as pilot platform for teachers, pupils and parents in order to –accelerate the adoption of eLearning resources and make them widely used in national curricula –test innovative eLearning solutions and exchange Best Practices –monitor and assess impact of eLearning –generate a showcase of sufficient scale –Across borders, across languages, across different educational systems

13 ICT PSP Infoday Luxembourg Call 2011 – 2.4 eLearning 2.4 – What projects must do Projects will have to: –allow teachers, pupils and parents to discover, discuss and improve eLearning resources in that portal –Provide access to existing repositories of eLearning resources –Target and involve schools in various EU member states and make them integrate eLearning resources in their curriculum –find ways to motivate teachers, pupils and parents to use the portal (stimulate demand)

14 ICT PSP Infoday Luxembourg Call 2011 – 2.4 eLearning What do we mean by stimulating demand? Focus more on users than on content Focus more on curricula than on technology Projects must work actively on motivating teachers, pupils and parents to use eLearning content and tools. Organise events at schools. Examine why teachers are currently not using eLearning resources and help remove obstacles Showcase that use of eLearning resources is feasible, effective and rewarding.

15 ICT PSP Infoday Luxembourg Call 2011 – 2.4 eLearning 2.4 – Conditions and Characteristics of projects (2) Conditions and characteristics 1: –The portal should enable users to identify and discuss the relevance of eLearning resources to national/regional curricula (educational goals), their expected benefits (learning needs and outcomes), their actual use, real achievements, the need for improvements –identify specific and realistic indicators to measure the response of educational systems –Provide solid analysis of the factors motivating and influencing the targeted users and content providers

16 ICT PSP Infoday Luxembourg Call 2011 – 2.4 eLearning 2.4 – Conditions and Characteristics of projects (1) Include or involve representatives of eMature schools, teachers trainer organisations, groups of educators, national authorities, content providers, publishers, parents and pupils. Engage and reward teachers and pupils in using and contributing to the development of the resources Have significant amount of eLearning resources, covering a wide range of subjects (critical mass) Dissemination and communication activities are very important

17 ICT PSP Infoday Luxembourg Call 2011 – 2.4 eLearning 2.4 – Expected impact of projects –Contribute to the modernisation of school education in Europe –Let teachers and pupils acquire Digital Competences –Stimulate demand for innovative eLearning resources –Engage teachers and pupils in innovative educational practices –…across borders and across languages.

18 ICT PSP Infoday Luxembourg Call 2011 – 2.4 eLearning 2.4 – Pilot B Funding model It is intended to support one or more pilot actions for up to 8 M of EU contribution Pilot type B We want to see big proposals. EU contribution: 50% of direct and indirect eligible costs Indirect cost = 30% of personnel costs, effective funding of personnel costs: 65%

19 ICT PSP Infoday Luxembourg Call 2011 – 2.4 eLearning Pilot Platform challenges In order to successfully set up and run this pilot platform, several challenges emerge: –How to motivate teachers and learners to use eLearning resources? –How to remove linguistic and cultural barriers? –How to measure its impact? –How to improve usability of existing repositories?
