2 Introduction  In Portugal the environmental sector has evolved considerably. We can observe an important transformation that has brought more quality of life. Do you remember what the environment was like 20 years ago?  During the 20th century, only 50% of water for human consumption was controlled and of good quality, only 30% of the portuguese population had residual water treatment services and the residual deposit was done mainly, in an inadequate way, in rubbish dumps.

3 In nature, water can be found in three physical states:  (oceans, rivers and lakes);  (glaciers);  ( water vapour that exists in the atmosphere).

4 Entidade Reguladora dos Serviços de Águas e Resíduos According to recent data, broadcasted by the Entidade Reguladora dos Serviços de Águas e Resíduos (ERSAR), in the ranking of the ten most efficient, in what concerns water waste, 7 are private companies.

6 Quantitative Character: (as a result of, for example, periods of more water shortage, it is the case of the Guadiana catchment basin, that has an average rainfall amount of only 570 mm/year, while the North East catchment basins have approximately 2200mm/year). Qualitative Character: (because of contamination- the Formosa Ria offers more than a normal amount of heavy metal).

7 Water Resources The Estratégia Nacional de Adaptação aos Impactos das Alterações Climáticas relacionados com os Recursos Hídricos (ENAAC-RH) – the National Strategy of Adaptation to the Impact of Climate Changes related to Water Resources - has its main aim to identify, discuss and obtain agreement on the main course of action related to actions of adaptation, in what concerns to water resources and to climate change. Its aim is to evaluate actions that can be developed with short and long term goals and which of these actions should be launched to ensure knowledge capable of defining actions of adaptation.

8 The legal framework, regulated by the Decree-Law 226-A/2007, 31st of May, left aside the cleaning and clearing of the water lines. This is the responsibility of : The city council, in the cities; The owners, outside the city centres; The organisations that have their own or delegated competences for the management of water resources in the area.

9 The conformity verification of the analytical values of the quality of water, according to the community and national standards, have been a secure measure in achieving an improvement in the quality of water. Monitoring Activities Reinforcement of the control of Practises

10 Colour,Smell and Taste as Characteristics Water is a solvent that has the function of regulating the temperature in our body. Water has the capacity of absorbing and conserving our body heat. During the day, water absorbs part of the sun heat and conserves it until night. When the sun is illuminating the other side of the planet, water starts to give back the heat absorbed in the environment.

11 If we divided the water that exists in our planet- including frozen, salt and drinkable – there would be seven Olympic swimming pools for each person on Earth for the rest of his/her life, but if we divide only the drinkable water there would be only two litres per inhabitant of our planet for the rest of his/her life. The rain water is full of bacteria.
