2 Overview Bio Track THC is the software vendor for Medical Cannabis Program (MCP) Contract awarded in April 2015 Supports management of Patient Services and Licensing & Compliance of Licensed Non Profit Producers LNPPs = growers and dispensaries of cannabis products The application provides functionality for the management of: 35 producers and 70 dispensaries; and 53,000 active patients This project is for a comprehensive system replacement and is NOT related to the current certified project of establishing testing capability at SLD

3 Program Challenges Exponential patient growth from 12,000 in early to 53,000 in May 2018 Manual, paper-based patient application process generates an average of 250 applications per day with pieces of paper Increasing costs: Expenses for data entry, clerical support, overtime, and filing Paper storage costs of over $100K per year Bio Track contract expires April 2019

4 System Challenges Business processes, volume and regulatory changes have outgrown capabilities of current application Upgrade to v2.0 functionality lacks sophistication and user friendliness for public use Lack of system flexibility to support growing MCP needs mandated by the industry and State statutory requirements Database instability

5 Project Goals Create public facing portal for patient on-line application Create capability for on-line patient certification by providers Improve functionality for License and Compliance Unit for regulatory oversight of LNPPs, including seed-to-sale lifecycle management Create portal for law enforcement to verify enrollment Improve automation capabilities Interface to NM MVD PCI compliant on-line payment processing Ability to generate communications to patients, providers, LNPP’s
