4 About CECA and Highways
The representative body for the UK’s infrastructure contractors Just over 300 members deliver an estimated 80 per cent of all infrastructure construction in the UK Every major project delivered for Highways England and Highways Agency has been built by CECA members Also strong involvement in highways maintenance community Many more members in the highways supply chain, and work for other highways customers Highways makes up more than 25 per cent of CECA members total workload

5 Background to the project
2015 – Office of Rail & Road identifies potential risks around the availability of people, plant and materials for Highways England works Demand from increasing programme of investment Competition for resources from other parts of industry “Tier 2 suppliers in particular require more detail on skills/capability requirement”

6 Our initial response 2016 – CECA and Highways England propose a tier 1 to supply chain mentoring project Initial focus was on leadership & management capability However quickly realised that there was a bigger prize Why solely focus on improving leadership & management, when you can tackle a much wider range of issues Efficiency? Customer service? Health & Safety? Employment? Training? Sustainability? Lean? Visibility of workload?

High demand for support, with a focus on alignment with Highways England Is mentoring the best way forward? Guidance rather than mentoring? Create equivalent to nuclear toolkit for highways?

9 Highways Supplier Guide
Mission To support supply chain companies operating in the UK highways sector to deliver the competencies required to deliver the forward pipeline of workload, using collaboration between Highways England and its tier 1 suppliers to ensure that suppliers get a consistent message about what these competencies are. Vision The vision for the project is that, within two years, there will be a clear and consistent view for supply chain companies about the competencies that will be beneficial for suppliers working in the UK strategic highways market, and that suppliers will be able to easily access support to achieve these competencies if they choose to do so.
