17 Government Policy  A key driver of government policy is to maximise employment and skills opportunities for all.  Public money should create opportunities that help people back to work and provide wider economic and social benefits for people and places  National Skills Strategy – Skills for Growth (Nov 09).  20,000 apprenticeship places over the next three calendar years  Every government department and agency is expected to play its part

18  Public investment accountability – the apprenticeship, employment and skills dividend  Inclusion of employment, apprenticeships and skill requirements through procurement  The imbedding of various agendas e.g. Low Carbon agenda, CSR and PSA 16 Challenges

19  This approach is equally appropriate to a major project as it is to a framework agreement (YORBuild)  DBIS have sponsored the NSAfC Client Led Approach in their aspiration to achieve 20,000 apprentices through public procurement. (Lord Mandelson, Ed Balls) Moving Forward
